Summary of Specifications:
MINIMUM QUALIFICATIONS/REQUIREMENTS Proposer must meet the following minimum qualifications: 1. Proposer must have legal experience with condemnation and eminent domain proceedings. Preferred proposers will have experience with condemnation proceedings involving residential properties, and/or vacant properties. 2. Proposer must have experience working with local governments. 3. Proposer must have experience with presenting at public hearings, and sending out public notices. 3. Proposer must have experience dealing with banks and mortgage interest holders. 4. Proposer must be dedicated to achieving and maintaining a high level of professionalism. 5. Proposer must agree to enter into a contract with the Village of Port Chester within 3 days of award to provide the required services. 6. Proposer must not have any interest—including employment or business relationship or interest in any of the properties that are the subject of this title search—that would conflict with the ability to perform any required duties. The Village of Port Chester intends to enter into a contract with the most competitive proposal for the services specified in this RFP. The successful candidate will be expected to provide all services described in these Minimum Qualifications/Requirements, and more fully the Scope of Work below. SCOPE OF WORK The Village of Port Chester is considering using its power of eminent domain to eradicate the substandard housing existing at the vacant residence located at the Subject Area. The successful proposer must be able to perform all necessary legal services involved in an eminent domain proceeding. The successful Proposer must also be able to provide the Village with a full detailed report on the timeline and steps necessary for the Village to acquire the property.
