Summary of Specifications:
The Village of Port Chester (the "Village") in Westchester County, New York is in the process of preparing it's first Comprehensive Plan (the "Plan"). A draft version of the Plan has been prepared, and carries the endorsement of the Comprehensive Plan Advisory Committee (the "CPAC"), as well as input from Village staff, consultants, involved agencies and individuals. The Plan includes an array of some 31 zoning map changes and approximately 50 zoning text or other regulatory changes that if adopted, would commit the Village to very specific future actions.
The Village Board of Trustees has determined that it is necessary to properly study and analyze the goals, strategies and recommendations of the Plan, so that the implications of these actions can be properly understood, and the requisite "hard look" taken, prior to the formal adoption of the Plan.
To this end, the Board of Trustees is issuing three RFP's to conduct the following studies: * Build-Out Analysis * Infrastructural Analysis * Fiscal/Economic Analysis
This RFP pertains to the third study, the Fiscal/Economic Impact Analyis
In Response to RFP #1, a Build-Out Analysis will be produced that will astablish future build-outs (in potential number of dwelling units and gross square feet of non-residential development) in the various areas of the Village where zoning changes are targeted in the draft Plan. Utilizing the results of that analysis, the Fiscal/Economic Impact Analysis shall estimate the impact of implementing the draft Plan on the various taxing jurisdictions, as well as the estimated impact on the local economy specifically. If there are significant impacts on the regional economy, they shall be identified.
