The Owner is the Village of Mamaroneck and the work site is located in the Village of Mamaroneck. The project is a tri-municipal venture between the Village of Mamaroneck, Town of Mamaroneck and Town of Rye, as responsibility is equally shared for its replacement. The projects limits extend from: Howard Avenue to approximately 35 feet south/east of the bridge.
The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown on the plans and described in these specifications including, but not necessarily limited to the following: replacement of the existing bridge carrying Hillside Avenue over the Mamaroneck River. The new bridge will have sidewalks on both sides carrying pedestrian traffic safely over the river. The new bridge will incorporate recommendations specified in a 2016 US Army Corps of Engineers flood risk management study. Specifically, the bridge will be replaced with a wider structure and deeper foundations that will complement the Army Corps of Engineer's plans to widen the channel to mitigate flooding.
This is a Federal Aid Project and NYSDOT Standard Specifications, officially finalized and adopted on January 1, 2021 as posted on the New York State Department of Transportation’s website must be followed by the successful bidder.
The DBE goal for this project is: 10%. There are no M/WBE goals for this project.

No residential or geographical restrictions will be in effect for this project. Applicable Federal requirements take precedence over State and local requirements unless state and local requirements are deemed to be more stringent.
Contract Documents, including Invitation to Bidders, Instructions to Bidders, Wage Rates, Bid Documents, Agreement, Special Notes, Specifications, Contract Drawings, and any Addenda, may be examined, at no expense, at the office of: Village Hall at the Regatta, 123 Mamaroneck Avenue, Mamaroneck, NY 10543 between the hours of 9:00am and 5:00pm Monday through Friday. Contract Documents are also available on Empire Bid Net.
CD’s containing digital versions of the plans and specifications may be obtained at: Village Hall at the Regatta, 123 Mamaroneck Avenue, Mamaroneck, NY 10543 between the hours of 9:00am and 5:00pm Monday through Friday. There is no charge for CD’s. The Village of Mamaroneck and HVEA Engineers will not mail any CD’s or any other Bid Documents. Pick up of CD’s or other Bid Documents must be arranged.
No questions or inquiries regarding this bid will be accepted within five (5) business days prior to the bid opening.
Contractors that obtain Contract Documents from a source other than the issuing office must notify the issuing office in order to be placed on the official Plan Holder List, to receive Addenda and any other Bid correspondence. Bids received from Contractors other than those on the official Plan Holders List will NOT be accepted. Please utilize the Bid Receipt and Response Form, which follows this advertisement in the bid proposal booklet.
A pre-bid conference will be held with the Village and its engineering consultant at the project site on Thursday, February 11, 2021 at 11:00AM. Attendance is not mandatory but is strongly encouraged. The intent of this conference is to provide a brief overview of the project and give prospective bidders an opportunity to ask questions prior to furnishing a bid. COVID-19 protocols will be in effect. Please wear a mask and maintain a social distance of 6 feet or more to other attendees.
Addenda will be emailed from HVEA Engineers to Bidders listed on the official Plan Holders List. An emailed response from the Bidder, to the Addendum sent by HVEA Engineers will act as proof that the Bidder received the Addendum. In addition to an emailed response, Bidders must acknowledge receipt of all Addenda by signing and dating each Addendum by hand on the Proposal and Bid Form. Failure of any Bidder to receive any such Addendum or interpretation shall not relieve such Bidder from any obligation under this Bid submittal. All Addenda so issued shall become part of the Contract Documents.

Bidders shall promptly notify Jared Anderson of HVEA Engineers of any errors, omissions, conflicts or ambiguity within the Contract Documents within 10 calendar days of bid opening.
All bids must include the completed Bid Form, completed Non-Collusive Bidding and Disbarment Certifications, and completed Lobbying Certifications. Lobbying Certifications shall indicate N/A as appropriate. This is a unit price bid as described in the Instructions to Bidders. No bidder may withdraw his/her bid within forty-five (45) calendar days after the actual date of the opening thereof.
Each bid must be accompanied by security in an amount not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Instructions to Bidders.
Bids to be considered must be received in a sealed envelope at Village Municipal Building, 169 Mount Pleasant Avenue, Mamaroneck, NY 10543 by 11:00AM, local time, on Wednesday, March 10, 2021 at which time they will be publicly opened and read aloud in the Village Court Room. COVID-19 protocols will be in effect. Masks are required to enter the building. Temperature checks will be performed at the entrance door. Once inside, please maintain a social distance of 6 feet or more to other attendees. Bids received after the above noted time will not be accepted. All sealed envelopes should be clearly labeled “BID: PIN 8761.65 – HILLSIDE AVENUE BRIDGE REPLACEMENT”.
The Bidder to whom the Contract is awarded will be required to furnish Performance, Payment and Guarantee Bonds from an acceptable Surety Company for an amount not less than 100% of the accepted bid. The successful Bidder and all subcontractors must have an approved CCA-2 on file with NYSDOT prior to being awarded a contract. If the successful Bidder does not currently have a CCA-2 on file with NYSDOT, the Bidder may find the CCA-2 forms and instruction for completion online at https://osc.state.ny.us/venrep/form_cca2.htm. Contractors and subcontractors must inform NYSDOT after receiving certification from the Vend Rep System. The successful bidder must provide certificates of insurance for Liability, Workmen’s Compensation & Disability.
The successful Bidder will be required to comply with all provisions of the Federal Government Equal Employment Opportunity clauses issued by the Secretary of Labor on May 2, 1968 and published in the Federal Register (41 CFR Part 60-1, 33 F.2 7804). Successful bidders will be required to pay prevailing wage rates on this contract.
The Village of Mamaroneck reserves the right to consider the bids for forty-five (45) days after receipt before awarding any Contract, and to waive any minor informalities in, and to reject, any and all bids. All bids are subject to final review and approval by the Village of Mamaroneck Village Board before any award of contract may be made. Receipt of bids by the Village of Mamaroneck shall not be construed as authority to bind the Village of Mamaroneck.
The work will be substantially completed 250 calendar days from Notice to Proceed and completed and ready for final payment on December 17, 2021 unless such a period is extended by the Owner as provided herein.
