Summary of Specifications:
SCOPE OF SERVICES REQUESTED: A. General Vending: The Vendor must provide all equipment, labor and materials required to install, repair, maintain, and remove vending machines throughout the term of the contract. The location of the facilities that currently have vending machines are listed below:
1. Warren County Municipal Center, 1340 State Route 9, Lake George, NY 12845: Department of Motor Vehicles (2 beverage machines, 1 snack machine) Probation Department (1 beverage machine, 1 snack machine) Board of Supervisors (1 beverage machine) 2. Human Services Building, 19 Glen Lake Road, Lake George, NY 12845: (2 beverage machines, 1 snack machine)
3. Warren County Sheriff’s Office, 1400 State Route 9, Lake George, NY 12845: Patrol Division (2 beverage machines, 1 snack machine) Corrections Division (2 beverage machines, 1 snack machine)
4. Warren County DPW: Old Shop, 4028 Main Street, Warrensburg, NY 12885: (1 beverage machine) 5. Countryside Adult Home, 353 Schroon River Road, Warrensburg, NY 12885: (1 beverage machine)
6. Westmount Health Facility, 42 Gurney Lane, Queensbury, NY 12804*: (2 beverage machines, 1 snack machine, 1 rental machine - stocked by Westmount with cold food)
7. Park, Recreation & Railroad Department, 145 Echo Lake Road, Warrensburg, NY 12885: (1 beverage machine)
8. Up Yonda Farm Environmental Education Center, Route 9N, Bolton Landing, NY 12814: (1 beverage machine)
*Please note that Warren County is currently in the process of selling Westmount Health Facility. If the facility is sold prior to the end of the contract, the County reserves the right to terminate the contract for said facility.
B. Healthy Vending: The Vendor must provide all equipment, labor and materials required to install, repair, maintain, and remove vending machines throughout the term of the contract. The location of the facilities that require healthy vending machine options are listed below:
1. Warren County Municipal Center, 1340 State Route 9, Lake George, NY 12845: Probation Department (1 healthy snack machine) Health Services Department (1 beverage machine, 1 snack machine - healthy snacks & beverages only)
2. Human Services Building, 19 Glen Lake Road, Lake George, NY 12845: (1 healthy snack machine)
3. Warren County DPW: New Shop, 4055 Main Street, Warrensburg, NY 12885: (1 combination healthy snack & beverage machine)
Warren County reserves the right to add machines at any other Warren County site located within Warren County if agreed to by the successful vendor. Warren County also reserves the right to extend the contract to other Municipalities as allowed by law.
C. Itemization of Services:
1. Equipment Requirements:
a. All vending machines must have dollar bill validator and have change making capability; b. The selected vendor(s) will receive a contract for providing candy/snacks, healthy snack options and beverage products including, but not limited to, soda, sports drinks, juices, iced teas, etc.
2. Product Requirements:
a. The selected vendor(s) shall only stock Brand Name products. b. Healthy Snack Products shall meet the National Alliance for Nutrition & Activity standards attached hereto, in part, as Schedule “A”. If any products do not meet these standards, attach an additional sheet to your proposal indicating why they do not.
3. General Requirements:
a. Vending machines must fit in the spaces currently allowed for existing machines; or a new space allocated for healthy vending machines (as determined by the Superintendent of Building and Grounds). b. New, unused machines are preferred for installation. Late model, clean, good condition used machines may be installed in some areas with the permission of the County; c. All electrically operated equipment to be installed in accordance with the standards of the National Electric Code and in compliance with all safety and security measures required and must meet OSHA standards; d. Upon completion of installation, premises must be left clean and in good repair and order; e. Vendor to keep vending machines properly stocked and operational for business hours of 8:00 a.m. to 5:00 p.m. Monday through Friday, excluding County holidays and weekends, unless otherwise stated. f. Maintenance must be available on a same-day basis, and within four (4) hours of request by the County. Backup machines must be available to replace broken machines. Vendor must also provide a petty cash box in order for the Buildings & Grounds Department to be able to refund lost money from broken machines. g. Vendor must provide service, including machine restocking, on a regular basis. Special consideration must be taken to assure that machines are stocked to meet required demand which may differ with each location. It will be the vendors responsibility to schedule re-stocking so that machines are adequately filled. h. Vendor must be in complete compliance with federal, state, and local government sanitation regulations regarding the vending of food and beverage. i. The County reserves the right to increase or decrease the number of vending machines; j. Vendor shall list and enclose with the proposal, any special needs for the installation of their machines; k. The County will provide electricity, lighting, heating and air conditioning on designated premises, but without liability on the County’s part arising from temporary interruption thereof on account of breakdown, power failure or like causes. Successful vendor agrees, that in the use of such utilities, they will exercise the same degree of care and economy as would be exercised if they were paying for such utilities.
