Summary of Specifications:
It is the intent of these specifications to solicit bids for desktop delivery of office products to be purchased by various Warren County facilities and political subdivisions within Warren County, (if the political subdivisions wish to purchase from the bid).
The bid will include all products listed in the United Stationers Supply Catalog or an equal office products general line catalog, (hereafter referred to as General Line Catalog).
Bids will be made by: Filling in pricing for GROUP ONE. Group one will contain a list of Warren County Government HIGH USAGE ITEMS. Prices are to remain the same for entire term of bid. GROUP TWO is all other items that are offered in the general line catalog that may or may not be ordered. Group two is to be discounted with only one percentage discount for each category. A discount percentage of two (2) decimal points will be used (Example Only - 35.15%).
It is the intent of Warren County to award to one Bidder. Award will be based on lowest estimated total cost for Group one. In the event pricing is close with vendors, Group two will be taken into consideration by applying the discount given by vendor’s proposal to same brand items in each vendor’s general line catalog. The County guarantees no minimum or maximum purchases or contracts as a result of award of this bid. Warren County reserves the right to allow all municipal and not for profit organizations authorized under the General Municipal Laws of the State of New York, to purchase any goods and/or services awarded as a result of this bid in accordance with the latest amendments to NYS GML 100 through 104. However, it is understood that the extension of such contracts are at the discretion of the vendor and the vendor is only bound to any contract between the County of Warren and the vendor. Additionally, the County reserves the right to purchase any goods or services included as a part of this bid from any means legally available to it at any time.
The successful Bidder shall provide on-line ordering capability through a secure website using 128 bit SSL layer encryption or equal secured website. There is to be no fee to Warren County for any on-line service. The on-line system must reflect the contract prices of all items available for purchase. On-line ordering system must be able to set up various ship to locations within Warren County. Each department shall have their own account number and shall be billed directly to that department. Vendor shall be required to demonstrate the on-line system prior to the County’s acceptance.
Beginning January 1, 2014, Warren County and its political subdivisions will purchase at its sole discretion office products in unknown quantities using the Vendor/Contractors most updated General Line Catalog. This bid will not preclude Warren County from purchasing office products from other sources of supply.
The delivery of all Office Supplies will be by the vendor to the user location’s department. The user location will be specified on the order submission and can be anywhere in Warren County, including any floor of any building. There may or may not be a receiving dock. There may or may not be elevators. Warren County will only pay for the OFFICE SUPPLIES, including furniture. There will be no charge for the delivery/inside delivery of any Office Supply product or furniture to Warren County.
