Summary of Specifications:
It is the intent of these specifications to secure bids for the spray application of various herbicides/pesticides, for the purpose of controlling the vegetation alongside the County Highways, County Railroad Right of Way, and other County properties as may be specified. Warren County intends to enter into an agreement with a successful bidder for appropriate spray equipment, certified personnel, chemicals, and other equipment, which may be necessary to facilitate chemical vegetative control. Warren County is committed to a safe and environmentally sound program for such vegetative control. This commitment shall be demonstrated by requiring that all equipment be inspected and found to be in compliance with all applicable laws, codes, rules and regulations, and by rigorous enforcement of the contract. Warren County may at any time, reject the bidder’s representative, or any crew member who is found to be unqualified, incompetent, negligent, or applies chemicals in a manner inconsistent with the manufacturer’s label. All bidders must be licensed as commercial applicators with the State of New York at the time of bidding. The bidder’s signature indicates that he is so licensed. This is a requirement contract only, and no amount of application is guaranteed. On submitting a proposal, the bidder covenants and agrees that he has satisfied himself, from his own investigations of the conditions to be met, that he fully understands the obligations, and that he will not make any claim for, or have any right of cancellation or relief without penalty of the contract because of misunderstanding or lack of information.
