Summary of Specifications:
It is the intent of these specifications to obtain a contract to provide Permanent Closure of four Petroleum Storage Tanks, including disconnecting and removal of all piping associated with the tanks, for Warren County Department of Public Works. Three petroleum storage tanks per this specifications are located at the Floyd Bennett Memorial Airport, Queensbury Avenue, Queensbury, NY. One petroleum storage tank is located at the County Highway Garage, Ski Bowl Road, North Creek, NY. The three tanks at the airport consist of two Aboveground Storage Tanks (AST), a 250 gallon and a 25 gallon, and one 1000 gallon Underground Storage Tank (UST). The tank located in North Creek is a 10 gallon AST. All tanks have had the product removed to the lowest draw-off point. Contractor shall field verify existing conditions prior to bid. Contractor shall work with County equipment and operator for the tank closures. The County will provide sufficient equipment and operator(s) for excavation of the UST, tank pulling, and tank moving/tank loading on the Contactor’s cargo truck and backfill/restoration of excavations. There is no requirement for the Contractor to provide heavy equipment onsite. Contractor shall provide all labor, equipment and materials required for Photo-ionization detector (PID) screening of excavation soils for VOC’s and SVOC’s, proper soil and groundwater sampling/analysis as required by New York State Department of Environmental Conservation (NYSDEC) Regulations, 6 NYCRR PART 613.9(b), STARS MEMO #1 (Petroleum-Contaminated Soil Guidance Policy), SPOTS #14 9(Site Assessments at Bulk Storage Facilities) and EPA Methods 8021 STARS and 8270 STARS. Contractor shall provide proper documentation/photographs of closure activities, vapor freeing of tanks, cutting of tanks as required for internal cleaning, cleaning of tank interiors, removal and disposal of contaminated liquid/sludge from tank bottoms, transport and proper disposal of removed tanks. Contractor to draft, submit, and revise tank closure report(s) as required by DEC.
