Summary of Specifications:
It is the intent of these specifications to describe various granular materials suitable for highway construction and maintenance purposes and to establish sources of supply of said materials at various points throughout the County. Bids will be received for furnishing Gravel, Sand, Stone & Topsoil F.O.B. by the Warren County Department of Public Works carrier at vendor’s plant and/or F.O.B. by the vendor’s carrier at each project site. (See proposal for location of project sites). This department shall purchase from the particular vendor whose bid price F.O.B. project site provides the lowest cost. This department also reserves the right to purchase Gravel, Sand, Stone & Topsoil F.O.B. at the vendor’s plant as per the following statement of conditions: Minimum haul distance, plant waiting time, plant capacity and access shall be a consideration irrespective of lowest bid price as may be deemed to be to the best interest of the County when purchasing granular materials at the vendor’s plant.
