Summary of Specifications:
NOTICE IS HEREBY GIVEN, that the Undersigned, on behalf of the Warren County Board of Supervisors, will accept sealed proposals until no later than Tuesday March 8, 2005 at 2:00 p.m. for RFP - WC 46-05 - REQUEST FOR PROPOSALS FOR FACILITY NEEDS ASSESSMENT FOR WARREN COUNTY HEALTH AND HUMAN SERVICES in connection with the Warren County Department of Public Works. Warren County wishes to retain the services of a qualified engineer/architect to advise and assist with the facility needs for an expansion at the Warren County Municipal Center Annex, Gurney Lane, Queensbury, New York. Lump sum proposals submitted for the needs assessment shall involve evaluation of the Social Services, Public Health, WIC, Office for the Aging, and Veteran’s Departments. Said evaluation shall include, but not be limited to, immediate space needs, future space needs, energy conservation, security issues, records storage, air quality, cost assessments on alternatives, and architectural attractiveness befitting the importance of the Center and its park-like setting. Planning may involve coordination with other consultants projects. Proposals shall also include a complete hourly cost schedule of services and other expenses for resulting architectural and engineering services for design, pre-construction and construction, including preparation of bid documents and drawings and overseeing the resulting facility expansion project as determined by said needs assessment. Professionals services will be retained in accordance with the following award method: The “Two Envelope” method will be used where the criteria is stated in the RFP specifications and sent to professionals who may submit two separate sealed envelopes; one with the Proposal information, the other with the Price.
