Summary of Specifications:
The Warren County Self-Insurance Plan was established in 1981. Warren County administers the self-insurance fund for Workers’ Compensation coverage. The fund is fully administered by Warren County employees. The current employees administrative duties include; medical bill review, medical authorizations, indemnity payments, medical payments, preparation of various WCB forms, reporting to WCB, maintenance of claims software, maintenance of claims files, generation of loss runs and the establishment of case file reserves. The County has a long standing relationship with a case management firm. Case managers and private investigators are retained on an as needed basis. The County Attorney is legal counsel for the Plan. A law firm concentrating in workers’ compensation cases represents the Plan in connection with workers’ compensation claims. Participants in the Warren County Self-Insurance Plan currently include: The County of Warren, 10 towns within Warren County, the Village of Lake George, City of Glens Falls, Crandall Public Library, Adirondack Community College, Cornell Cooperative Extension of Warren County, LG/LC Regional Planning Board, Warren County Soil & Water Conservation District, 17 volunteer fire departments and 8 volunteer emergency squads. The Plan covers a total of 2,004 employees, 487 volunteer fire fighters and 178 volunteer ambulance workers. Total payroll reported for the year ending 2004 was $58,700,000. The Plan had a total of 318 cases opened during 2004 (168 report only, 93 medical only, 57 lost time). The Plan has had an average of $710,000 claims paid for the three years 2002-2004. The average claims paid include all indemnity, medical, pharmacy, nurse case management, vocational case management, investigation, surveillance, independent medical exams, and legal fees. Warren County desires to employ a consultant or consultants who can: 1) advise whether it will be more cost (including insurance costs) and administratively effective to self-administer the County’s Self-Insurance Plan or retain the services of a Third Party Administrator; 2) prepare the request for proposal package for Third Party Administrator services if it is determined by the Warren County Board of Supervisors that Third Party Administration may be advisable; 3) advise the County on the selection of the Third Party Administrator following the receipt of the proposals.
