I. BACKGROUND INFORMATION:
Warren County is requesting written proposals to conduct a Buyer’s Premium Public Auction of real property. Warren County makes no representation as to the number or type of parcels which will be included in the auction. In 2014, 39 parcels were sold. In 2015, 23 parcels were sold. In 2016, 42 parcels were sold. The total assessment of all properties that were sold at auction, in 2016, was $1,439,400. The total sales for those properties were $625,275. The parcels to be sold include those which the County takes title to in the yearly tax foreclosure proceeding and the auction parcel number is dependent upon the outcome of said tax foreclosure proceeding. The 2017 auction is currently scheduled for Saturday, October 21, 2017 at 10:00 a.m.
II. SCOPE OF SERVICES REQUESTED:
A. Services - Generally
This RFP is for a Buyers Premium Auction. Other types of proposals will NOT be considered. The successful Contractor will be required to:
1. Post each parcel to be sold approximately thirty (30) days prior to auction;
2. Place appropriate auction signage at each property;
3. Create a sales brochure that is acceptable to the Director of Real Property and provide at least five hundred (500) copies of the brochure to the County at least twenty-five (25) days prior to the auction. The Auction Brochure should include the following: Time, Date and Location of Auction; Terms and Conditions of Sale; Acceptable Picture(s) of property (to be provided by Auctioneer); Property information, Directions, Description and Map for each parcel;
4. Advertise for the auction in the local newspapers, have the approved brochure on the internet with a link from the Warren County website and any other places deemed appropriate (and approved by the Director of Real Property Tax Services);
5. Send notice of the auction to all persons on the County auction mailing list;
6. Provide enough staff to register bidders, conduct the auction and collect payments;
7. Video tape the entire auction and provide one public address system;
8. Collect all payments from purchasers at the auction. These payments include the buyer’s premium, 10% down payments or full payments;
9. Create a purchase agreement form that meets County specifications;
10. Supply the County with a list of all registered bidders as well as a list of all second highest bidders for each parcel;
11. Provide all payments collected on the day of the auction to the County minus the buyer’s premium within fourteen (14) business days from the date of the auction.
The Real Property Office will supply assessment information, parcel coordinates, location maps and any other information the Auction Company may need to comply with requirements of this RFP.
Warren County reserves the right to withdraw any and/or all parcels from the auction list at any time prior to the auction. Contractor shall submit any proposed withdrawal fee separately on the proposal page included herein. Any such withdrawal fee will be payable by Warren County only for parcels withdrawn from the auction list after the posting by Contractor as described in Section II.A.1 above.
