Summary of Specifications:
Although to date, efforts have primarily targeted Lake George, the Board of Supervisors of Warren County approved the issuance of this Request for Proposals to obtain services of a professional environmental engineering firm to act as a consultant to the County with regard to a Strategic Action Plan, State Environmental Quality Review Act (SEQRA) process, Environmental Impact Study, identification and analysis of options and alternatives, and any other steps necessary in determining the best course of action to prevent the spread of Aquatic Invasive Species (AIS) in all navigable water bodies within the boundaries of Warren County, including the possibility of adopting a local law requiring mandatory boat inspections and washing. It is noted that the Lake George Park Commission (“LGPC”) a New York State Agency empowered under Article 43 of the Environmental Conservation Law is proposing rules and regulations to require watercraft inspections for AIS relative to the Lake George Park which is partially located in Warren County. The selected consultant shall be expected to assist the County in determining whether the Strategic Action Plan should include Lake George as it lies within Warren County or whether such inclusion is unnecessary in light of the LGPC proposed action. At the present time many navigable water bodies in Warren County are experiencing the growth of Eurasian water milfoil. In Lake George the following non-native invasive species are present: Eurasian water milfoil, Asian clams, Zebra mussels, Spiny water flea and Curly Leaf Pondweed.
