Summary of Specifications:
Warren County is a municipal corporation located approximately two hundred (200) miles north of the City of New York and in the vicinity of Lake George. The County provides a full range of services typical of county governments in New York State. In order to carry out these services, the County employs a diverse work force and maintains departments, such as Airport, Auditor, Board of Election, Clerk of the Board, County Attorney, County Clerk, County Facilities, District Attorney, Department of Public Works, Employment and Training Administration, Fire Prevention, Health, Skilled Nursing Home, Information Technology, Legal Aid/Public Defender, Office for the Aging, Parks and Recreation, Personnel, Purchasing, Real Property Tax Services, and related offices. The County also maintains a Sheriff road patrol and a correctional facility. The total number of persons employed in Warren County is approximated at one thousand sixty-eight (1,068) full-time employees and one hundred twenty-six (126) part-time employees. Three (3) different unions represent a number of the employees. While the Sheriff’s Office and Correctional Facility currently maintain an internal Employee Assistance Program, there are no programs in effect in the other various departments and offices of the County. Warren County desires to receive Proposals from individuals, companies and/or organizations who are independent Employment Assistance Program service providers and can provide an Employee Assistance Program for County employees (including those in the Sheriff’s Office and Correctional Facility) and related training for County supervisory officials and employees. More specifically, the County desires to employ a service provider, with a multi-disciplinary background or resources, who can (at no charge to the employee) provide the following services in accordance with commonly accepted industry or professional standards: a. Provide problem assessment; b. Provide short-term counseling when necessary; c. Provide appropriate diagnosis and subsequent referral to treatment resources located within the community network and/or available as a result of any health care insurance the employee may carry; d. Serve as liaison between the Employee Assistance Program and the treatment network coordinating all client-centered activities; e. Supervisory training - initial training and annual refresher courses -directed toward use of the Employee Assistance Program and addressing issues in the workplace that may involve or necessitate Employee Assistance Programs; f. Provision of reports to supervisory officers and employees with regard to employees in the program, to facilitate the management function, including, if necessary, employee discipline, to the extent allowed under applicable Federal and/or State Law rule and regulation; g. Maintenance of a presence at the various Warren County Facilities (there are two (2) main campuses and several off-campus facilities) through the offering of seminars and/or courses and the distribution of flyers, as well as any other cost-effective methods that may be known to the service provider; and h. Providing periodic reports to the Warren County Board of Supervisors concerning the number of referrals made to the Program, number of persons actually served and other similar information, to the extent allowed under Federal and/or State Law rule or regulation. The services are anticipated to commence upon award of contract and the person or company is asked to plan to continue to provide services for up to five (5) years or until terminated at an earlier time at the option of the County, upon ninety (90) days notice. If the agreement is terminated early, it is anticipated that fees would, in the absence of a breach, be pro-rated.
