DOT-3 - Request for Information for Westchester County Beeline ParaTransit System

1. Introduction
Westchester County is seeking information related to the program delivery and technology components of its ParaTransit Program. This Request for Information (RFI) is not intended as a competitive bidding process for obtaining services.

Westchester County recognizes that the transportation sphere has changed rapidly recently, even 
since the last Request for Proposals was issued for the ParaTransit Program. Westchester County 
plans to use the information provided from RFI submissions to determine the costs, benefits, and 
feasibility to guide further decision making, such as issuing a Request for Proposals.

2. Purpose/Goal
Westchester County is trying to strengthen a desired balance in its ParaTransit system between 
service quality and cost efficiency. The intent of this Request for Information (RFI) is to gather 
recommendations for providing service to our riders using a combination of both a Traditional 
ParaTransit model and a Car Service model. This RFI aims to capitalize on those external 
capabilities, and to test and refine the operating and business model from a qualified 
transportation provider. We are looking to explore and test a variety of options that will provide 
on-demand services for our customers that will be cost effective and productive, and provide the
level of service mandated by Westchester County.
