Description

All quotes are due on 8/30/2024 by 4:00 PM for the FISH/DECAPOD SURVEYS. The following information is provided:

Prospective bidder personnel (PhD level) will conduct two (2) NREOH site surveys, once in the summer of 2024 and once in the fall of 2024. This PhD-level scientist will make quantitative decapod counts on NREOH sites (N = 12) using a combination of DIDSON sonar and trap sampling. The scientist will also conduct statistical analyses to assess whether NREOH sites support more fishes and decapods than surrounding non-restored areas. This individual will submit statistical/graphical reports to the project team and lead an effort to publish project results in a peer-reviewed scientific journal to ensure wide dissemination of project results.
Bidders/contractors must be able to demonstrate a record of peer-reviewed publications involving nekton use of oyster reef restoration sites. Bidders/contractors should also be able to demonstrate familiarity with the restoration sites through previous nekton data collection at NREOH sites or via participation in the development of CAMA major permit 67-18.

Timeframe: For items 1 and 2, data packet submission of monitoring (as scanned hard copies) to be completed no later than December 31, 2024.

All Material, Labor & Management of this project is the responsibility of the selected vendor.

Qualifications

If not currently a Vendor for The City of Jacksonville, the successful bidder must provide a Vendor Application and W-9 to the City of Jacksonville. The City is exempt from Federal Excise Tax. Our Federal Tax Identification Number is 56-6000232. The City is not exempt from NC State & County Sales Tax. Taxes will not be shown on Purchase Order; however, such taxes shall be shown as a separate item on all invoices. The Vendor must accept City of Jacksonville Purchase Order and the Terms and Conditions.

Insurance

If selected, the Contractor must have the following minimum insurance requirements throughout the entire contract length:

1.       General Liability - $1,000,000 Single Limit / $1,000,000 General Aggregate
2.       Automobile Liability - $1,000,000
3.       Umbrella = $1,000,000 Each Occurrence
4.       Worker’s Compensation - Minimum according to North Carolina General Statutes

The City must also be listed as an additional insured with respect to General Liability, Automobile Liability, and Umbrella Liability coverage. Insurers providing the coverage must be licensed to do business with the State of North Carolina.

Insurers must be licensed (Admitted) in North Carolina. For a complete list of companies licensed to do business in North Carolina, please visit the North Carolina Department of Insurance (NCDOI) website (https://sbs.naic.org/solar-external-lookup/). NCDOI lists licensed companies with the “Company Type” as “F&C”, “Casualty”, “Fire”, “Life”, or “Recip Non Assess,” which meet the City’s insurance requirements. Company Types such as “Surplus Lines”, “Authorized Reinsurers” and “Non-Admitted” carriers, etc. do not meet the City’s insurance requirements. The Certificate Holder shall be: City of Jacksonville, Attn: Finance Dept., 815 New Bridge St., Jacksonville, NC 28540.

Rights

The Jacksonville City Council reserves the right to waive any informalities, to reject any or all bids, and to accept that Bid or Bids, which appear to be in the Owner's best interest.
