GREASE & SLUDGE REMOVAL FROM WET WELLS
I. Introduction
The City of Jacksonville is seeking quotes for services to clean and remove grease and sludge from wet wells at three (3) pumping stations quarterly.
II. Quotes Due
All quotes are due by 5:00 p.m. on May 11, 2023 for services noted on this Request for Quotes. Interested bidders must sign this Request for Quotes and either email it to Barrysha Abney at babney@jacksonvillenc.gov or deliver it to the Public Services Department, Administrative Division, at Jacksonville City Hall, 815 New Bridge Street, Jacksonville, NC 28540. The responsibility for submitting bids (including all documents requested herein) is solely and strictly that of the Bidder. The CITY is not responsible for delays caused by any other occurrence. Quotes received after the time and date stated above will not be considered.
III. Award of bid:
Work will be awarded to the lowest responsive, responsible bidder.
IV. Payment Terms and Purchase Order Terms and Conditions
The City agrees to pay all approved invoices Net Thirty (30) days from the date received and approved. The City does not agree to the payment of late charges or finance charges assessed by the seller for any reason. By accepting a City of Jacksonville Purchase Order, Vendors agrees to all Terms and Conditions of the Purchase Order attached herewith as Exhibit 1.
V. Term
The initial term of this agreement will begin upon the issuance of a Purchase Order through June 30, 2023 with an option to renew for two (2) additional one (1) year terms.
VI. Termination Agreement
This AGREEMENT may be terminated by either party at will. No termination may be effected unless the other party is given thirty (30) days written notice. Adjustment for any termination shall provide for payment to the VENDOR for approved services rendered prior to the date of notification of termination.
VII. Compliance All work shall be performed in compliance with OSHA, State, Federal, Health and Safety regulations, guidelines and reporting laws.
VIII. Rights
The Jacksonville City Council reserves the right to waive any informalities, to reject any or all proposals, and to accept that proposal or proposals which appear to be in the Owner's best interest.
IX. Questions and Site Visits

X. Insurance
The Contractor shall provide the City of Jacksonville Certificates of Insurance and endorsements with the minimum indicated on Exhibit 2.
XI. Withdrawal of Bid
No Bid may be withdrawn within sixty (60) days after the date of Bid Opening.
XII. Taxes
The City is not exempt from NC State & County Sales Tax. Such taxes shall be shown as a separate item on all invoices.
XIII. Controlling Law
Any agreement, contract, or purchase order resulting from this invitation, request for bid, quote, or request for proposal shall be governed by the laws of the State of North Carolina.
XIV. Delivery
All service requests are to be executed and completed within 14 days of receipt of request.
XV. Product Specifications for Grease and Sludge Removal From Wet Wells
Please provide a quotation for the removal and disposal of floating grease and solids, as well as settled sludge, from the City of Jacksonville three (3) pump station wet wells: Henderson Pump Station (PS), Brynn Marr PS and Ellis PS. Wet wells are to have heavy buildup of grease and sludge removed and disposed of properly at a location provided by the Contractor and approved by the City and applicable regulatory NC State agency. All liquids are to be returned to the wet well to reduce the volume of material hauled off. The estimated quantity of grease and sludge to be removed is up to 48 tons. Bids submitted are to be cost per hour to include offsite disposal. Each of the stations should be listed separately for billing and accounting purposes.
