The City of Jacksonville is soliciting a Statement of Qualifications (SOQ) from qualified firms to provide on-call professional civil, structural, mechanical and/or electrical engineering services to the City.
The selected firms shall provide some or all of the scope of services listed in Section III and the submitted proposals shall identify the specific disciplines of services offered by the firm. The professional
engineering services required shall be on an on-call and as-needed basis for a three-year term beginning July 1, 2021. At the sole discretion of the City, one or more firms may be selected and awarded contracts under this RFQ.
The City will select firms using a Qualifications-based Selection (QBS) process. Selections will be based on demonstrated experience and expertise in water and wastewater; streets and roadways; transportation impact analyses;
stormwater systems; and parks and recreational facilities to include areas of planning, design, contract and construction administration. Successful project execution also includes the ability of the firm to work in partnership with
City staff, management, and other consultants and contractors who may be part of a project and the ability of the firm to respond in a timely manner to issues that may arise.

• Deadline for consultants’ questions March 15, 2021
• COJ final response to questions March 23, 2021
• Deadline for submittal of Statement of Qualifications April 9, 2021 by 5:00pm
• Firm interview dates via Zoom or Teams, if needed April 26-30, 2021
• Selection committee’s recommendations for award May 11, 2021

Emailed PDFs cannot be accepted as we anticipate that the file size will exceed our file size limitation. There will be no pre-proposal meeting. Questions about this proposal will be accepted through March 15
with final responses provided by the City no later than March 23, 2021. Questions received after March 15 may not be answered. Individual meetings with firms will not be held due to Covid-19.
