The City of Jacksonville is requesting BIDS for the 208-212 New Bridge Street Demolition
Project located in Jacksonville, North Carolina:
Description: The City of Jacksonville (COJ) is seeking proposals for the demolition of the
structure located at 208-212 New Bridge Street. Due to long-term exposure to the elements, this
structure has deteriorated to the condition that the building is no longer safe for entry.
The COJ is seeking qualified demolition contractors (Contractor) to remove and dispose of the
building down to the concrete slab on grade. The COJ has performed multiple test on the materials
within the structure and have found that asbestos containing materials are present in the
flooring adhesive. Contractor will be responsible for all demolition, removal and proper
disposal of all materials, and the abatement of the asbestos containing materials. All traffic
control will be the responsibility of the Contractor. Work shall be in accordance with
all federal, state and local codes and requirements. Contractor shall be responsible for all
costs associated with the project to include taxes, fees and permits. It is the intention of this
RFP to include all cost for the complete execution of the project described herein. Should
engineering be required for the project, to include but not limited to demolition plans, it will be
the responsibility of the Contractor. The Contractor shall provide all materials, labor and
supervision to execute the project.
All bids are to be returned to Nic Lanier by 3:00 P.M. EST on February 14, 2023 at
the Engineering Division at Jacksonville City Hall located at 815 New Bridge Street,
Jacksonville, NC 28540. Bids can be mailed to Mr. Lanier’s attention at the above address,
or dropped off at the Reception desk at City Hall. Electronic copies will not be accepted. Any
bid received after the bid due date and time will be considered non-responsive. There will not
be a public bid opening.
The CONTRACT DOCUMENTS may be examined and/or obtained at the office of the
Engineering Division at Jacksonville City Hall located at 815 New Bridge Street,
Jacksonville, NC 28540. Persons requesting shipment of documents shall bear the
additional, non-refundable cost of shipment.
The City of Jacksonville will conduct a Mandatory Pre-Bid meeting at 10:00 AM (EST), on
January 31, 2023 in Conference Room A&B, JACKSONVILLE CITY HALL, immediately followed
by a site visit.
The Jacksonville City Council reserves the right to waive any informalities, to reject any or all
bids, and to accept that Bid or Bids which appear to be in the Owner's best interest
LICENSURE: BIDDERS must be properly licensed under Chapter 87 of the North Carolina General Statutes.
NO WEAPONS: There shall be no weapons or guns allowed on City property or private property
you are contracted to work at or on.
BID BOND: Not Required.

the City of Jacksonville will solicit minority participation in all construction related contracts. Bidders shall undertake good faith efforts to recruit minority business
participation on this project. The minority business must be registered with the North Carolina State Department of Administration, Office of Historically Underutilized Businesses.
BIDDER must complete and submit either Affidavit A or B with their Bid Proposal.
CONTROLLING LAW: Any agreement, contract, or purchase order resulting from this invitation, request for bid, quote, or request for proposal shall be governed by the laws of the State of North Carolina.
