If the Bid is sent by mail or other delivery system, the sealed envelope containing the Bid shall be enclosed in a separate envelope plainly marked on the outside with the notations "BID ENCLOSED", title of the work, Bid number, and name of the Bidder. This project is for a new restroom facility for Lejeune Memorial Gardens. The project includes sitework, building, plumbing, electrical, and limited HVAC (ventilation and minimal heating only). The building is to include men's and women's restrooms, storage and utility rooms, and a breezeway. There are to be 3 toilets and 2 sinks in each restroom. There is also to be a service sink and an outdoor drinking fountain. The construction will consist of a concrete slab-on-grade foundation and masonry bearing walls. The walls will be concrete block with brick veneer. The roof is to have a curved profile and is to consist of both steel and wood framing. The roof finish will be a standing seam metal system. There will be a metal panel system at the fascia, soffits, and a portion of the exterior ceiling. The restrooms will have tile flooring. The restrooms and storage room will have acoustical tile ceilings. The sitework is to also include concrete walkways.
This project is to be funded by 4 or more appropriations with individual accounts. Two of the major sources of funding are grants from the State of North Carolina. It is required by the State that the project be phased according to the portions of the construction contract amount that are allocated for each of these grants. The bidding contractor that is awarded the project is to coordinate with the Architect and Owner to determine the specific component parts of the work that are to be allocated for each of the grants. This phasing is to then be reflected in the contractor's Schedule of Values.
Bids will be received on Single Prime contract basis. Bids shall be on a lump sum and/or unit price basis.
The Bidding Documents are available in PDF format. Bidding Documents may be examined in hard copy form at the office of the Owner, Engineering Division of Public Services, City Hall, 815 New Bridge Street, Jacksonville, NC 28540. Hard copies may be obtained from the offices of the Owner, Engineering Division of Public Services, City Hall, 815 New Bridge Street, Jacksonville, NC 28540. Partial sets of Bidding Documents will not be available. Neither the Owner nor the Architect will be responsible for full or partial sets of Bidding Documents, including any addenda, obtained from other sources. Persons requesting shipment of hard copy documents shall bear the additional, non-refundable cost of shipment.
Bidders shall provide proof of qualifications to perform the Work as described in Article 5 of the Instructions to Bidders.
The Jacksonville City Council reserves the right to waive any informalities, to reject any or all Bids, and to accept that Bid or Bids which appear to be in the Owner’s best interest.
Bidders must be properly licensed under Chapter 87 of the North Carolina General Statutes.
