Sealed Bids from qualified Bidders for the construction of the Nano Plant Chemical
Feed Line Replacement will be received, by the City Clerk of the City of
Jacksonville, at Meeting Room A & B, City Hall, 815 New Bridge Street,
Jacksonville, NC 28540, until 3:00 PM Eastern Standard Time on December 11,
2020, at which time they will be publicly opened and read.

The project consists of the following:
A. Base Bid (Chemical Piping Improvements)
1. Furnish and install all labor and materials necessary for dedicated
chemical feed piping for the sodium hypochlorite, caustic, and zinc
orthophosphate systems as well as relocation of existing feedwater piping and
fittings within process trench to locate sulfuric acid injection downstream of the
bypass flow control valve. Construct approximately 257 LF of ½” ZN3(PO4)2
piping, 274 LF of ¾” NaOH piping, 258 LF of ¾” NaOCI piping, valves,
appurtenances, leak inspection port, penetrations, pipe supports, chemical piping
relocation, injection ports, insulation, heat tracing, thermostats, associated
electrical conduits, boxes, miscellaneous piping, supports, and accessory items
necessary to provide a complete operating system.
2. The Contractor shall hire Lord and Company, Inc. to perform the
programming, controls, and integration for the proposed changes. The contact at

or at e-mail address of dmathews@lordandcompany.com. This work includes recalibration
of scale inhibitor, zinc orthophosphate, sodium hypochlorite, caustic
and scale inhibitor injection systems and modifications to the HMI screens, as
necessary. Currently, there are sufficient spare
Input/Output to accommodate new signals, however, it is the responsibility of
the Contractor to investigate the main SCADA panel to ensure the spare I/O is
available at the beginning of the project.
B. Bid Alternate #1 (Sulfuric Acid Improvements)
1. Furnish all labor and materials necessary to construct improvements to
the chemical systems at the City of Jacksonville Nanofiltration Water Treatment
Plant. This work includes, but is not limited to, replacement the two (2) existing
5,400-gallon bulk sulfuric acid tanks. Contractor shall include in their bid
temporary acid piping/supply system to the chemical feed pumps, temporary
secondary containment, surface preparation and coating of bulk sulfuric acid secondary
containment area, and all other accessory items described herein to provide complete and
functional chemical storage and feed systems as depicted in these documents.
2. The Contractor shall hire Lord and Company, Inc. to perform the
programming, controls, and integration for the proposed changes. The contact at

The City of Jacksonville will conduct a Pre-Bid meeting at City Hall, in the New
Bridge Conference Room, on November 12, 2020 at 10:00 AM Eastern
Standard Time, immediately followed by a site visit.
Bidders shall provide proof of qualifications to perform the Work as described in
Article 5 of the Instructions to Bidders.
