The City of Jacksonville is seeking bids for Portable Restrooms for the Jacksonville Marina located in downtown Jacksonville, NC. The City is interested in purchasing one (1) unit that will include one (1) ADA Compliant restroom, one (1) women’s restroom and one (1) men’s restroom. This will be a one-time purchase.
Sealed bids from qualified Bidders will be received, by the City Clerk of the City of Jacksonville, at Meeting Room A, City Hall, 815 New Bridge Street, Jacksonville, NC 28540, until 3:00 PM Eastern Standard Time on October 19, 2023, at which time they will be publicly opened and read.
If the Bid is sent by mail or other delivery system, the sealed envelope containing the Bid shall be enclosed in a separate envelope plainly marked on the outside with the notations "BID ENCLOSED", title of the work, Bid number, and name of the Bidder. In order for this to be considered a responsive bid, the bid form must be completed, and signed then submitted in a sealed envelope.

The responsibility for submitting proposals (including all documents requested herein) is solely and strictly that of the vendor. City of Jacksonville is not responsible for delays caused by any other occurrence.
The delivery will be received at 350 South Marine Blvd, Jacksonville, NC 28540. Deliveries will be coordinated in advance between Transportation Services and the successful bidder to ensure flatbed delivery and storage area are available. Delivery must be made on a flatbed truck to allow forklifts to pick up Portable Restrooms directly. Panel truck deliveries will not be accepted.
The source of funds for this contract is federally funded. The following Federal Provisions apply pursuant to 2 c.f.r. § 200.326 and 2 c.f.r. part 200, appendix ii (as Applicable):

The uniform rules authorize FEMA to require additional provisions for non-federal entity contracts. Pursuant to this authority, the following FEMA provisions apply (as applicable):
• Changes (2 c.f.r. § 200.326 and 2 c.f.r. part 200, appendix ii, required contract clauses),
• Access to records (dhs standard t&c's v.3.0, xxvi 2013)
• Department of Homeland Security seal, logo, and flags (dhs standard t&c's v.3.0, xxv 2013),
• Compliance with Federal Law, Regulations, and Executive Orders, No Obligation by Federal Government, Program Fraud and False or Fraudulent Statements or related acts (31 u.s.c. chap. 38).
There will be no pre-bid meeting. Questions about this bid must be submitted via email by October 9, 2023, until 5:00pm and will be answered by October 11, 2023.
Questions received will be answered through issuance of an addendum. Questions received after this time will not be answered. Individual meetings with Bidders will not be held due to personnel workload.
