Sealed Bids from qualified Bidders for the WRSS Force Main – Segment 1 –
Western Regional Pump Station to US-258 will be received, by the City Clerk of the City of
Jacksonville, at Conference Room A & B, City Hall, 815 New Bridge Street,
Jacksonville, NC 28540, until 3:00 PM Eastern Standard Time on
May 8, 2024, at which time they will be publicly opened and read.
The project consists of:
1. Clearing, Grubbing, and Erosion Control
2. Furnish and install approximately 6,400 linear feet of access drive
3. Furnish and install approximately 12,000 linear feet of 36-inch PVC (or 42-inch HDPE, see Bid Alternates 1 & 2)
4. Furnish and install one (1) 42-inch horizontal directional drill approximately 2,160 LF
5. Furnish and install approximately 4,400 linear feet of 4” PVC waterline
6. Furnish and install four (4) Air Vacuum Valve Assembly Vaults
7. Furnish and install approximately 25,200 linear feet of 1-1/2-inch HDPE communications conduit and hand holes (see Bid Alternate 3)
8. Furnish and install approximately 4,300 linear feet of 2-inch HDPE communications conduit installed via horizontal directional drill (see Bid Alternate 3)
9. Traffic control, surface restoration, and all associated appurtenances as described in the Specifications and shown on the Drawings.
Bids will be received on Single Prime contract basis. Bids shall be on a lump sum
and/or unit price basis.
Bidding Documents may be examined at the office of the Owner, Engineering
Division of Public Services, City Hall, 815 New Bridge Street, Jacksonville, NC
28540. Copies may be obtained from the offices of the Owner, Engineering
Division of Public Services, City Hall, 815 New Bridge Street, Jacksonville, NC
28540. Partial sets of Bidding Documents will not be available. Neither the Owner
nor the Engineer will be responsible for full or partial sets of Bidding Documents,
including any addenda, obtained from other sources. Persons requesting shipment
of documents shall bear the additional, non-refundable cost of shipment.
Bid and Contract securities shall be provided in accordance with Articles 10 and 23
of the Instructions to Bidders.
NO WEAPONS: There shall be no weapons or guns allowed on City property or
private property you are contracted to work at or on.
The City of Jacksonville will conduct a Mandatory Pre-Bid meeting at City Hall,
Conference Room A&B, 815 New Bridge Street, on Wednesday, April 3, 2024 at
10:00 AM Eastern Standard Time.
Bidders shall provide proof of qualifications to perform the Work as described in
Article 5 of the Instructions to Bidders.
The Jacksonville City Council reserves the right to waive any informalities, to reject
any or all Bids, and to accept that Bid or Bids which appear to be in the Owner’s
best interest.
Bidders must be properly licensed under Chapter 87 of the North Carolina General
Statutes.

pursuant to 2 C.F.R. § 200.326 and 2 C.F.R. Part 200, Appendix II (as
applicable):
