Sealed Bids from qualified Bidders for the Western Regional Pump Station & LTS Upgrade Bid No. FY22-10 will be received, by the City Clerk of the City of
Jacksonville, at Conference Room A & B, City Hall, 815 New Bridge Street, Jacksonville, NC 28540, until 3:00 PM Eastern Standard Time on
November 7, 2024, at which time they will be publicly opened and read.
The project consists of:
1. Western Regional Pump Station
a. Clearing, Grubbing, Erosion Control, and Site Surfacing.
b. Installation of approximately 235 linear feet of access drive and site
entrance apron
c. Installation of approximately 475 linear feet of 3” HDPE waterline
and approximately 160 linear feet of 1” HDPE waterline.
d. Installation of approximately 375 linear feet of 36-inch ductile iron
force main with 36-inch, 30-inch, and 24-inch ductile iron yard
piping.
e. Installation of approximately 510 linear feet of 1-1/2-inch HDPE
communications conduit and two (2) communications handholes.
f. Installation of approximately 100 linear feet of 42” PVC sanitary
sewer, approximately 40 linear feet of 36” PVC sanitary sewer (or
approximately 80 linear feet if Bid Alternate A is selected), and
approximately 40 linear feet of 24” PVC sanitary sewer.
g. Installation of one (1) 8-foot diameter doghouse sanitary sewer
manhole, two (2) 10-foot diameter sanitary sewer manholes, and
one (1) 8-foot diameter sanitary sewer grinder manhole (or two (2)
if Bid Alternate A is selected) with open channel submersible
grinder(s).
h. Installation of one (1) 14-foot wide by 22-foot long by 38-foot deep
cast-in-place concrete wet well (or two (2) if Bid Alternate A is
selected), with two (2) 250 horsepower submersible sewage pumps,
24-inch ductile iron discharge piping and appurtenances.
i. Installation of one (1) precast concrete valve vault with three (3)
24-inch swing check valves, one (1) 8-inch electronic surge
anticipator valve, ductile iron piping, and appurtenances.
Bids will be received on Single Prime contract basis. Bids shall be on a lump sum
and/or unit price basis.
j. Installation of one (1) precast concrete flow meter vault with one
(1) 30-inch magnetic flowmeter, two (2) 30-inch plug valves and
appurtenances, and one (1) 36-inch ductile iron bypass line with
one (1) 36-inch plug valve.
k. Installation of one (1) 30-foot by 20-foot precast concrete electrical
building to contain all electrical equipment, appurtenances, and a
water closet as described in these Specifications and on the
Drawings.
l. Installation of one (1) 60-foot long by 17-foot wide bridge crane
(height as necessary) to remove pumps from wet well.
m. Installation of one (1) hybrid odor control system and associated
PVC ductwork.
2. Land Treatment Site
a. Upgrades to the existing hydrogen peroxide dosing station
1) Installation of a new, three-pump dosing system with
programmable logic controller, electrical rack, communications,
stainless steel piping and appurtenances as described in these
Specifications and on the Drawings.
2) Demolition of the existing dosing pumps, piping, and
appurtenances as shown on the Drawings.
b. Upgrades to the existing headworks
1) Temporary bypass of existing influent piping.
2) Installation of one (1) precast concrete flow meter vault with one
(1) 30-inch magnetic flowmeter, two (2) 30-inch plug valves and
appurtenances, and one (1) 36-inch ductile iron bypass line with
one (1) 36-inch plug valve.
3) Removal and replacement of one (1) 30-inch magnetic flow
meter in an existing vault.
4) Partial demolition of existing ductile iron yard piping and
installation of new 36-inch ductile iron yard piping.
5) Installation of cast-in-place concrete influent splitter box with
manual slide gates and piping to tie into existing headworks.
c. Upgrades to LTS communications
1) Installation and integration of two (2) liquid level sensors in the
north channel of the existing headworks.
2) Installation and integration of fiber optic network to monitor and
record flow rates of both magnetic flow meters, control chemical
dosage rate, and monitor dosing station at the administration
building at the LTS as described in these Specifications, as shown
on the Drawings, and as described in Appendix A.
3. Traffic control, surface restoration, and all associated appurtenances
as described in the Specifications and shown on the Drawings.
Bids will be received on Single Prime contract basis. Bids shall be on a lump sum
and/or unit price basis.
Bidding Documents may be examined at the office of the Owner, Engineering
Division of Public Services, City Hall, 815 New Bridge Street, Jacksonville, NC
28540. Copies may be obtained from the offices of the Owner, Engineering
Division of Public Services, City Hall, 815 New Bridge Street, Jacksonville, NC
28540. Partial sets of Bidding Documents will not be available. Neither the Owner
nor the Engineer will be responsible for full or partial sets of Bidding Documents,
including any addenda, obtained from other sources. Persons requesting shipment
of documents shall bear the additional, non-refundable cost of shipment.
Bid and Contract securities shall be provided in accordance with Articles 10 and 23
of the Instructions to Bidders.
NO WEAPONS: There shall be no weapons or guns allowed on City property or
private property you are contracted to work at or on.
The City of Jacksonville will conduct a Mandatory Pre-Bid meeting at City Hall,
Conference Room A&B, 815 New Bridge Street, on October 1, 2024 at
10:00 AM Eastern Standard Time.
Bidders shall provide proof of qualifications to perform the Work as described in
Article 5 of the Instructions to Bidders.
The Jacksonville City Council reserves the right to waive any informalities, to reject
any or all Bids, and to accept that Bid or Bids which appear to be in the Owner’s
best interest.
Bidders must be properly licensed under Chapter 87 of the North Carolina General
Statutes.

pursuant to 2 C.F.R. § 200.326 and 2 C.F.R. Part 200, Appendix II (as
applicable):

200.324); all as defined in Exhibit 1 - City of Jacksonville
Proposer/Vendor Federal Provisions Certification Form, which must be
submitted with Bid Proposal.
