Scope of Work
The City of Jacksonville Neighborhood Improvement Services (COJ NIS) is seeking proposals for the renovation of the town home located at 429 Myrtlewood Circle.
Work to include select demolition and repairs to the interior and exterior of the unit. It is the intention of this RFP to include all cost for the construction of the information
herein. All materials, labor and supervision shall be provided by the successful bidder.
Clarification of Required Work – Unit 429 was damaged during a wind event and has been unoccupied since that time with water continuing to enter the building.
This unit will be renovated to provide a finished product ready to occupy. Attached to this RFP package are Attachments A & B that includes (A) the COJ NIS written
scope of work and (B) an engineers letter of recommendations further clarifying the scope of work. The type of work to be completed on this contract shall include
but is not limited to demolition, electrical, plumbing, mechanical, sheet rock, insulation, wood framing, wood sheathing, exterior siding, flooring, concrete, interior
finishes, and paint. A mandatory prebid meeting to further clarify scope will be held on-site on the date and time listed in this document. All items included in
these bid documents should be considered a part of the scope of work.
There is a Mandatory Pre-Bid Meeting on Friday, July 15, 2022 at 2:00 PM EST.
The City of Jacksonville reserves the right to reject any and all submittals.

Statement of qualifications shall be submitted to the Neighborhood Improvement Services Department- City of Jacksonville, PO Box 128,
Jacksonville, NC 28541, no later than 3:00 p.m. EST on Friday, July 22, 2022. Bids can be submitted via email, fax, or in person in
a sealed envelope marked “Request for Proposals – Renovation Services.”
Any proposal submitted after this date will be considered ineligible. The City of Jacksonville is an Equal Opportunity Employer
and Service Provider and encourages participation by small-, minority-, and female-owned firms. All qualified Small and
Minority businesses are welcome to submit a proposal. There will not be a public bid opening.
Interested contractors or firms are encouraged to complete an inspection at the sites. Be
prepared to thoroughly inspect the property, take notes and photos.
Bidders must submit a line item proposal for the work to be completed. Pictures of proposed
materials, fixtures and examples of prior work that is similar in size and scope are also to be
submitted.
The responsibility for submitting bids (including all documents requested herein) is solely and
strictly that of the bidder. The CITY is not responsible for delays in the delivery of the mail or
delays caused by any other occurrence. Bids received after the time for closing will not be
considered.
The Jacksonville City Council reserves the right to waive any informalities, to reject any or all bids,
and to accept that Bid or Bids which appear to be in the Owner's best interest.
CONTROLLING LAW: Any agreement, contract, or purchase order resulting from this invitation,
request for bid, quote, or request for proposal shall be governed by the laws of the State of North
Carolina.
