The City of Jacksonville is seeking the services of a professional consultant to assess the
City’s software applications and business processes; and to assist the City staff in selecting and
implementing a single IT system so that employees can make decisions by viewing enterprise
wide information on all business operations.
The RFP includes a preliminary scope of work and general terms and conditions of any
subsequent contract. The scope of services, as defined herein, may be modified after final
selection of the consultant. The general terms and conditions are part of any submitted proposal
and will be incorporated into any subsequent contract. Submission of a statement shall constitute
acceptance of these terms and conditions. Conditional responses may be rejected.
In order for your proposal to be considered responsive, it must adhere to the submittal
requirements that follow. The successful Consultant will be selected based on the quality and
best value of services provided for the available budget.
After the most qualified firm is determined by the City, the staff will enter into negotiations
with the firm to better define the final scope of work. If for any reason the City and the selected
firm cannot agree on a scope for the fee available, the City will enter into negotiations with the

Proposers may submit their Proposal either as a hard copy or digitally as long as the due date and
time requirements are met.
If a Proposer chooses to submit a digital copy of their Proposal, please bookmark it as outlined to
assist those who will be reviewing them. If the Proposal is submitted digitally, no hard copies will
need to be submitted nor a copy of the Proposal on a flash drive or CD. To ensure delivery,
Proposers are encouraged to utilize the send receipt option in their email.
If a Proposer chooses to submit a hardcopy of their proposal, submit six (6) hard copies of the
proposals and one (1) flash drive containing PDF files of proposal.
The RFP shall be submitted on 8 ½” x 11” paper, side bound with Table of Contents and reference
tabs for key sections listed within this section. The minimum font size is 12 point Times New
Roman font or 10 point in Arial font, with the exception of captions. All parts of the submitted
Proposal may become part of any subsequent Contract between the selected Contractor and the
City. All Proposals must follow the exact order and format prescribed in this RFP. The page limit
for the Proposal shall be limited to 100 pages not including cover pages, tabs, required forms, or
resumes. The page limit takes into account the front and back of each page.
Digital copies shall be emailed to Terrance Braxton at tbraxton@jacksonvillenc.gov. Hard copy
proposals shall be submitted to Terrance Braxton, City Hall, P.O. Box 128, Jacksonville NC
28541 or 815 New Bridge Street, Jacksonville, NC 28540 no later than 3:00 p.m.(EST),
Tuesday, February 1, 2022, in order for it to be considered. The City shall not be
responsible for any expense incurred by the firm in preparing and submitting a proposal.
All proposals submitted become the property of the City. Late Proposals will be returned
to the Proposer.
Prior to submittal of the RFP response, potential respondents should submit a letter of intent to
the City acknowledging receipt of the RFP and to inform the City of its intent to respond by
5:00 PM EST, Tuesday, January 18, 2022. The vendor should also provide the name, title,
address, telephone, and email address/facsimile number of the individual who can address
inquiries related to this RFP and the Consultants’ proposal, and receive clarification addenda
from the City.
