Description

The City of Jacksonville is seeking requests for proposals (RFP) for a multi-year contract to hire a professional to wrap new buses and to re-wrap or repair existing wraps on its fleet of transit buses. The City of Jacksonville currently has a fleet of 16 transit buses (11 - 35’ Freightliners, 2 - 30’ Internationals and 3 - 30’ Fords). The intent is to wrap new vehicles (painted white) as they are received; as well as touch up or partial replacement in cases of accidents or other damage on the Freightliners only. The City estimates to replace approximately 2-3 vehicles per year.

The City reserves the right to alter the schedule of events or any portion of this RFP. The City will notify all Proposers of changes in writing through the issuance of written addendums. Any addendums issued in relation to this RFP are valid and binding.

The Contractor selected under this RFP will enter into a Contract with the City of Jacksonville to provide vehicle wraps and installation services for a three (3) year Base Contract Term, with an option to renew for two (2) additional years, exercisable in one (1) year increments. The City will compensate the selected contractor at a pre-determined fixed rate. The City will negotiate prices for the option years at the time of exercise, but the increase shall not exceed three percent (3%) of the prior year’s rate or fee.

The Purchase Order resulting from this RFP between the City and the Contractor shall prohibit the Contractor from assigning, subletting, or transferring the Agreement, or any rights under or interest in the Agreement, without the written consent of the City.

This RFP is subject to financial assistance from the U.S. Department of Transportation and Federal Transit Administration (FTA). As such, all applicable state and federal regulations as stated in Exhibit 1 - Federal Transportation Administration Terms and Conditions as well as Exhibit 2 – City of Jacksonville Purchase Order Terms and Conditions apply.

Contractors are to submit either via email to cramirez@jacksonvillenc.gov or by mail at the address below. If submitting digitally, the Firm may wish to use the email receipt confirmation to confirm deliver of the RFP, which are due by 4:00 PM EST on August 3, 2021. Any RFP submitted after the time stated will be non-responsive and will not be considered.
