MANUFACTURE AND INSTALLATION OF A FLOOD PROOF HATCH/VAULT FOR SHORELINE DRIVE PUMP STATION

Proposals Due
All proposals are due by 5:00 P.M. (EST) on May 13, 2024 for the manufacture and installation of a flood proof hatch/vault for shoreline drive pump station. Interested bidders must sign this Request for Proposals and mail or deliver it to Mr. Roy Bredahl or Christy Baysden, Project Managers, at the Engineering Division located at Jacksonville City Hall, 815 New Bridge Street, Jacksonville, NC 28540.
The City of Jacksonville will hold a pre-bid meeting on-site at 85D Shoreline Drive Jacksonville, North Carolina on April 22, 2024 at 10:00 AM (EST).
Introduction City of Jacksonville (CoJ) intends to issue a Contract for the manufacture and installation of a flood proof hatch at the Shoreline Drive Pump Station.
The purpose of this flood proof hatch is to prevent the entry of outside water into the sewage pumping system.
- Hatch must be made of Stainless Steel in order to prevent corrosion. Diagram 1 depicts the measurements of the opening of the pump station.
- Hatch must be attached to an insert that fits snugly inside, is bolted to the concrete structure housing the pump station and sealed from any possible exterior intrusion.
- Due to the pump station’s proximity to the nearby waterway, installation must ensure that the pump station remains sealed against all elements, to include flood waters that exceed three (3) feet above its surface.
- Must have hardware for assisted opening and the ability to prop open to access pump station for maintenance.
- Hatch can be mounted in a manner where it is flush with the terrain in which it is installed or may have no more than a six inch rise from the terrain.
- Final product must include PE sealed engineering calculations and drawings.
It is the Bidder’s responsibility to verify measurements prior to manufacture. Bidders are welcome to contact the City to arrange for a site visit to perform measurements prior to submitting a bid. Contacts for arranging a site visit are:

InsuranceThe successful bidder shall provide the City of Jacksonville Certificates of Insurance and endorsements with the following minimum levels of insurance coverage.
The Certificate of Insurance shall include:
Comprehensive Automobile Liability, $1,000,000 Single Limit.
Comprehensive General Liability, $1,000,000 Single Limit.
Worker’s Compensation Insurance as required by North Carolina Law.
The City of Jacksonville must be listed as an additional insured with respect to General Liability and Automobile Liability. A valid certificate of insurance must be in place during the life of the contract. Additionally, insurance carriers must be licensed to do business in the state of North Carolina.
Qualifications
If not currently a Vendor for The City of Jacksonville, the successful bidder must be able to provide a Vendor Application and W-9 to the City of Jacksonville. The City is exempt from Federal Excise Tax. Our Federal Tax Identification Number is 56-6000232. The City is not from NC State & County Sales Tax. Such taxes shall be shown as a separate item on all invoices.
Rights
The City of Jacksonville reserves the right to waive any informalities, to reject any or all bids, and to accept that Bid or Bids which appear to be in the Owner's best interest. Absent a negotiated contract, a purchase order issued by the City is limited to the terms and conditions contained on the face and back hereof. Any additional or different terms in the Seller’s form are hereby deemed to be material alterations and notice of objection to them and rejection of them is hereby given.
Inspection
All materials/supplies shall be the subject of inspection by the Project Managers at time of delivery.
Quotes to be Retained
Quotes are to remain valid for a period not to exceed 60 days after bid closing date.
