REQUEST FOR PROPOSALS
The Jacksonville Urban Area Metropolitan Planning Organization (JUMPO) is the regional transportation planning organization for the Jacksonville, North Carolina metropolitan area. The City of Jacksonville is designated as the Lead Planning Agency for JUMPO and all contracts are executed through them on behalf of JUMPO. JUMPO consists of representatives from the City of Jacksonville, Town of Swansboro, Town of Holly Ridge, Town of Richlands, Town of North Topsail Beach, Onslow County, the North Carolina Department of Transportation, and area military bases.
JUMPO is responsible for planning and sharing information about long range planning initiatives for all modes of transportation with the citizens of Onslow County as well as our stakeholders. JUMBO’s website serves as a key platform for keeping them updated and engaged. The existing website was initially developed in 2018 and has been updated and maintained since then by staff.
JUMPO is seeking Request for Proposals (RFP) to revamp and redesign the existing website in terms of overall design and content restructuring to provide effective access to information and resources with intent-focus navigation (that is, the user will be able to easily access the intended resource without much navigation).

- Selection Committee’s Recommendation by October 29, 2021
Firms may submit their proposals digitally as long as the due date and time requirements are met. Please bookmark your proposal as outlined to assist those who will be reviewing them. If the proposal is submitted digitally, no hard copies will need to be submitted nor a copy of the proposal on a flash drive or CD.
If a Firm chooses to submit a hardcopy of their proposal, submit six (6) hard copies of the proposals and one (1) flash drive containing a PDF of the proposal. The proposal needs to be received by the due date and time. The hard copies shall be enclosed in a sealed envelope/box marked: “Request for Proposals: - JUMPO Website Design and Development” and delivered to: City of Jacksonville, Attn: Deanna Trebil, 815 New Bridge Street, Jacksonville, NC 28540.
Proposals are due by 5:00 PM (EST) on October 19, 2021 either via email to dtrebil@jacksonvillenc.gov or by mail. Any proposal that is submitted after the time stated will be considered non-responsive and will not be considered. If submitting digitally, the Firm may wish to use the email receipt confirmation to confirm delivery of the proposal.
There will be no pre-proposal meeting. Questions about this proposal must be submitted via email and will be answered until 5:00 PM on October 5, 2021. Questions received will be answered through issuance of an addendum. Questions received after this time will not be answered. Individual meetings with Firms will not be held due to personnel workload.
