The City of Jacksonville (COJ) intends to purchase a new Emergency Chlorine Scrubber System (Scrubber) for the Land Treatment Site (LTS) located on Fire Tower Rd outside of Jacksonville, NC. This scope of work shall include design, material, equipment, labor, installation, disposal of the existing scrubber, and supervision to install one new Scrubber at an existing site/building. The new Scrubber will replace the existing scrubber on the exterior of an existing chlorine storage building and will provide air cleaning in the event there is a chlorine gas leak on the interior of the building. The building is permitted for the storage of 24,999 lbs. of chlorine gas and contains a chlorine injection system for wastewater treatment. The approximate dimensions of the existing building (exterior) are 24’w X 62’l X 14’h. The approximate dimensions for the existing concrete pad for the Scrubber, which includes perimeter emergency spill walls (~3’ tall), measures 13’-8” X 20’-8”. The existing duct block out allowing access to the interior of the building measures approximately 3’ X 3’. The proposal for this RFP shall include all design, installation, taxes, fees, permits and shipping. All work shall be installed in accordance with Federal, State, and Local laws, codes and other requirements. Site visits are welcome to all that intend to bid this project. The existing system is used for accidental leaks only, at the rates listed on the table below. Currently, 24,999 lbs. of chlorine gas is being stored, with only one, 1-ton cylinder of gas being connected and used at the time. The current system has an airflow rate of 3,000 acfm.

The City reserves the right to alter the schedule of events or any portion of this RFP. The City will notify all Proposers of changes in writing through the issuance of written addendums. Any addendums issued in relation to this RFP are valid and binding.
The City of Jacksonville will conduct a Pre-Bid meeting at Conference Room A&B, City Hall, 915 New Bridge Street , on June 7, 2022 at 10:00 AM EST, immediately followed by a site visit.
Contractors are to submit proposals in one of the following ways: in person delivery of a printed package in a sealed envelope; by mail at the address below. Digital Proposals will not be accepted. If submitting by mail, proposals are due by 3:00 PM EST on June 30, 2022. Any RFP submitted after the time stated will be non-responsive and will not be considered. There will not be a public bid opening.
