CITY OF JACKSONVILLE, CODE ENFORCEMENT DIVISION INSTRUCTIONS TO APPLICANTS AND GENERAL SPECIFICATIONS FOR CITY OF JACKSONVILLE MOWING ROTATION PROGRAM

Purpose: The purpose of this program is to solicit mowing Contractors to provide services of debris removal, mowing and clean-up of properties within the City that fail to meet the requirements of Chapter 14, Article II, Section 14.11 of the City Code. This is the code that governs grass height, debris and other nuisances.
Pre-Program Overview: The Chief Code Officer will be available to answer to any questions regarding the Mowing Rotation Program/Bid process, at (910) 938-5361.

Pre-Approval: The concept of this solicitation is to pre-approve acceptable Contractors to provide the aforementioned services of mowing and debris removal from properties that violate the subject code, at pre-determined unit prices based on lot sizes and other factors.
This is not a guaranteed contract or process. If the Chief Code Officer feels the complexity of any job warrants the competitive bid process, then the complex job will be removed from the rotation and competitively bid by the Chief Zoning/Code Enforcement Officer following prescribed approved methods.
Scope of Work: The work includes mowing of the established grass areas in a neat and workmanlike manner. All trash and debris in the required mowing areas will be picked-up prior to mowing. Grass and weeds are to be cut to a uniform height of 2 ½ inches. Vegetation around structures, walks, flowerbeds, trees, parking lots, and other similar items shall be mowed and/or trimmed with a weed eater/bush hog. The award does not include any shrubbery, plant trimming or pruning, tree trimming or pruning or watering. The award could include removal of broken limbs, trees, etc., at an additional agreed upon price between the Contractor and the Chief Zoning/Code Enforcement Officer.
The Contractors will not be responsible for any edging, blowing, mulching, or grass clean up from shrubbery, plants, natural areas, or any other item, except for grass clean-up from City streets or sidewalks caused by the mowing of the lot.
It is the Contractor’s responsibility to properly dispose of any clippings, trash and debris removed from the project site. If asked, Contractor must present proof of disposal as verification of meeting this requirement in the contracting package.
Contractor must coordinate with the case Code Enforcement Officer on the day work is scheduled prior to any work being started. Work shall be performed Monday through Friday during normal business hours. Additionally, the performance of such work shall be completed in one day unless specifically approved by the Chief Code Officer. Work must commence within 72 hours from notification of award of contract. Completion is defined as all requested work approved by the Chief Zoning/Code Enforcement Officer.
Contract Period: It is the intent of the City to award Contracts to all Contractors who meet the aforementioned conditions who can show evidence they can meet the City of Jacksonville’s requirements for providing this service. Contract awards will be for the period of one year, starting July 1, 2023 and expiring June 30, 2024. Contracts can be extended for three (3) additional one (1) year periods if agreeable to both parties. After initial award, awards will be limited to yearly at the contract inception date of July 1st unless lack of qualified contractors warrants a change to this condition. The City of Jacksonville Finance Manager is the final authority of this condition and has the authority to change if it is in the City’s and/or property owners’ best interest.
