The City of Jacksonville is soliciting a Request for Proposals (RFP) from qualified Firms to assist the City of Jacksonville in the development of an affordable housing policy for the development of affordable housing in the City of Jacksonville. The Firm should have sufficient expertise to assist the City in developing the policy consistent with the Housing Resolution adopted by City Council on September 19, 2023.
The City of Jacksonville reserves the right to reject any and all submittals.
Submittals shall be submitted to the Neighborhood Improvement Services Department, Attn: Tracy L. Jackson, Director of Neighborhood Improvement Services, City of Jacksonville, PO Box 128, Jacksonville, NC 28541-0128, no later than 4:00 PM, Wednesday, February 14 , 2024 and marked “RFP –TECHNICAL AND CONSULTANT SERVICES FOR HOUSING DEVELOPMENT POLICY .” Five copies shall be submitted for review.
The following Scope of Services outlines the activities that the City wishes the Firm to conduct to support the City of Jacksonville in 1) identifying sites that present catalytic development opportunities within proposed areas identified; and 2) identifying sites for potential access to funding sources; 3) predevelopment services with a plan to engage stakeholders with surveys and meetings to produce a housing needs assessment; and 4) minimize public funds invested and find partners to include housing developers.
- Act as a third party to review and assist with affordable housing developments and developers to authenticate barriers. The goal is to ensure the projects are feasible and can be completed within a reasonable time. Plan of developments and projects will include:
- Feasibility - Conduct a market study and needs assessment for the Project Areas, determining supply and demand for residential uses; Conduct a high-level site analysis of the Project Areas, examining topography, hydrology, infrastructure, etc. to gain a general understanding of development opportunities and constraints within the Project Areas;
- Affordable housing project is qualified - Determine the boundaries of the Project Areas in collaboration with the City and other stakeholders;
- Connect public and private sectors - Conduct an area scan, a review of current and historic plans, demographic data, documents, studies, research, development proposals, notes from public input sessions, and other materials relevant to the Project Areas
- Consult with developers and Planning Department - Advise City staff on appropriate district designations and strategies to realize public interests in the Project Areas, culminating in a set of recommended next steps; and
- Follow project to completion - Make recommendations related to the prioritized development opportunities (sites) within the Project Areas.
