The Jacksonville Urban Area Metropolitan Planning Organization (JUMPO), the City of Jacksonville, and the Town of Holly Ridge are seeking Request for Qualifications (RFQ) from experienced, professional firms to complete a study known as the Camp Davis Industrial Park Access and Circulation Study.
The purpose of the Study is to better comprehend the access and circulation needs that will occur over time in this area to facilitate safe and efficient operation of the park through full build-out.
This project is funded in part with federal and state funds. As such, interested Firms, at the time of submitting a response, must be prequalified by North Carolina Department of Transportation (NCDOT) to perform this work under one of the following work codes:
26 – Capacity Analysis – Intersections and Corridors
252 – Traffic Impact Studies
309 - Traffic Data Collection
The scope of the Study is an analysis of transportation (access and circulation) in relation to current and future land uses along with recommendations for improvement. A map of the area is included as Attachment A. Required consultant services may include, but are not limited to:
a) Public outreach
b) Attendance at meetings
c) Traffic analysis
a. Traffic counting
b. Corridor traffic analyses
c. Crash analyses
d. Critical movement summations
e. Intersection/roadway alignment analyses
f. Sight Distances
g. Preferred cross-sections (with renderings)
d) Corridor amenities
e) Future year conditions
f) Cost estimates
g) Report summarizing process, findings and recommendations
h) Presentation of study findings to Onslow County, Town of Holly Ridge, City of Jacksonville staff and City Council when necessary. The presentation shall include the preparation of graphics illustrating appropriate elements of the analysis.

Submittals are due by 5:00 PM (EST) on May 5, 2022 either via email to lwisecup@jacksonvillenc.gov or by mail. Any submittal that is received after the time stated will be considered non-responsive and will not be considered. If submitting digitally, the Firm may wish to use the email receipt confirmation to confirm delivery.
There will be no pre-proposal meeting. Questions about this Request for Qualifications must be submitted via email and will be answered until 5:00 PM (EST) on April 15. Questions received will be answered through issuance of an addendum. Questions received after this time will not be answered. Individual meetings with Firms will not be held due to personnel workload.
