The Jacksonville Urban Area Metropolitan Planning Organization (JUMPO) is the regional transportation planning organization for the Jacksonville, North Carolina metropolitan area. The City of Jacksonville is designated as the Lead Planning Agency for JUMPO and all contracts are executed through them on behalf of JUMPO.
JUMPO is seeking Request for Qualifications (RFQ) to conduct a feasibility study in accordance with NCDOT standards for a new road alignment for Douglass Gate while also meeting the Marine Corps Air Station New River Installation’s Antiterrorism/Force Protection concerns. Stakeholders for this project consists of staff from JUMPO, NCDOT, Onslow County, and the Installation.
Interested Firms, at the time of submitting this proposal, must be prequalified by North Carolina Department of Transportation (NCDOT) to perform this work under one of the following work codes:

Proposal Submittal Requirements
Consultants may submit their proposals digitally as long as the due date and time requirements are met. Please bookmark your proposal as outlined to assist those who will be reviewing them. If the proposal is submitted digitally, no hard copies will need to be submitted nor a copy of the proposal on a flash drive or CD.
If a consultant chooses to submit a hardcopy of their proposal, submit six (6) hard copies of the proposals and one (1) flash drive containing a PDF of the proposal. The proposal needs to be received by the due date and time. The hard copies shall be enclosed in a sealed envelope/box marked: “Request for Qualifications: - Douglass Gate Feasibility Study” and delivered to: City of Jacksonville, Attn: Deanna Trebil, 815 New Bridge Street, Jacksonville, NC 28540.

December 2, 2021 either via email to
dtrebil@jacksonvillenc.gov or by mail. Any proposal that is submitted after the time stated will be considered non-responsive and will not be considered. If submitting digitally, the consultant may wish to use the email receipt confirmation to confirm delivery of the proposal.
There will be no pre-proposal meeting.
Questions about this proposal must be submitted via email and will be answered until 5:00 PM (EST) on November 16, 2021. Questions received will be answered through issuance of an addendum. Questions received after this time will not be answered. Individual meetings with consultants will not be held due to personnel workload.

The successful consultant will then enter into an agreement with the City of Jacksonville as outlined herein. The City reserves the right to reject any and/or all proposals.
By submitting a qualification package, the consultant agrees to enter into a contract as proposed herein. This project is funded in part by federal funds and as such Attachment A - Federal Provisions Certification Form shall apply. Furthermore, the consultant agrees to comply with all federal, state, and local laws, rules, regulations and ordinances, as applicable. It is further acknowledged that vendor certifies compliance with all provisions, laws, acts, regulations, etc. as specifically noted herein.
