Bidding Opportunity
The purpose of this Request for Qualifications (RFQ) is to solicit responses from qualified, experienced, professional firms to prepare an updated, comprehensive, multi-modal 2050 Metropolitan Transportation Plan (MTP) for the Jacksonville Urban Area Metropolitan Planning Organization (JUMPO) that complies with 49 USC 5303(i).
The City will select a Firm with which to negotiate a contract using a Qualifications Based Selection process. Selections will be based on demonstrated experience and expertise in the successful development of prior MTPs and other evaluative criteria mentioned herein. Successful project execution also includes the ability of the Firm to work in partnership with NCDOT, City staff, management, and other stakeholders who may be part of the project.
This project is funded in part with federal and state funds. As such, interested Firms and its subconsultants (if any), at the time of submitting a response, must be prequalified by North Carolina Department of Transportation (NCDOT) to perform this work under one of the following work codes:
- 141 – Multimodal Transportation Planning
- 261 – Long Range Transportation Planning
- 140 – Travel Demand Model Development

JUMPO is interested in selecting a Consultant to develop and present a proposal outlining all work and deliverables of the 2050 Metropolitan Transportation Plan. JUMPO staff will use this work plan to monitor and assess progress of the MTP. This includes but is not limited to a detailed project schedule that identifies key task deadlines and/or milestones, presentations, and public involvement activities. The Consultant shall also provide a work plan that outlines the project approach including coordination with JUMPO staff, expectations for public involvement activities and involvement of planners and community stakeholders (public and private sector) and updates of key project milestones.
Proposal Submittal Requirements
Firms may submit their Statement of Qualifications (SOQ) digitally if the due date and time requirements are met. Please bookmark your proposal as outlined to assist those who will be reviewing them. If the SOQ is submitted digitally, no hard copies will need to be submitted nor a copy of the proposal on a flash drive.
If a Firm chooses to submit a hardcopy of their proposal, submit six (6) hard copies of the proposals and one (1) flash drive containing a PDF of the proposal. The SOQ needs to be received by the due date and time. The hard copies shall be enclosed in a sealed envelope/box marked: “Request for Qualifications: - 2050 Long Range Transportation Plan” and delivered to: City of Jacksonville, Attn: Laura Wisecup, 815 New Bridge Street, Jacksonville, NC 28540.
SOQ packages are due by 5:00 PM (EST) on March 17, 2023, either via email to lwisecup@jacksonvillenc.gov or by mail. Any SOQ that is submitted after the time stated will be considered non-responsive and will not be considered. If submitting digitally, the Firm may wish to use the email receipt confirmation to confirm delivery of the SOQ.
There will be no pre-proposal meeting. Questions about this proposal must be submitted via email until 5:00 PM on February 17, 2023. Questions received will be answered through issuance of an addendum no later than February 24, 2023. Questions received after this time will not be answered. Individual meetings with Firms will not be held due to personnel workload.
