Bidding Opportunity
Jacksonville Transit is soliciting qualifications from professional service firms for architectural and engineering services related to the project “Jacksonville Station Phase II”. These services potentially encompass design development process, including National Environmental Policy Act (NEPA) analyses, through construction administration phases. Knowledge and understanding of the Federal Transit Administration (FTA) Circular 5010.1D, U.S.C 4220.1F, and the Construction Management Guidelines is required.
The City will select Firm(s) with which to negotiate contracts using a Qualifications Based Selection process. Selections will be based on demonstrated experience and expertise in the design of a fueling farm, its functionality and familiarity with FTA guidelines. Successful project execution also includes the ability of the Firm to work in partnership with City staff, management, and other Firms and contractors who may be part of the project and the ability of the Firm to respond in a timely manner to any issues that may arise.
In May 2022, the City completed the construction of a new 15,000 square foot multi-modal transportation facility located at 1300 N Marine Blvd in Jacksonville, North Carolina. Jacksonville Station serves as the central hub for various modes of transportation in the region, including the City’s fixed bus route, Greyhound, Amtrak, taxi service, Uber, Lyft, and connection to bicycle and pedestrian trails.
Jacksonville Transit is the municipal transit system that provides local fixed-route bus service within the City of Jacksonville and parts of Onslow County. Jacksonville Transit also has an express bus service between the City of Jacksonville and the adjacent military installations, including Camp Lejeune, Camp Johnson, Camp Geiger, and New River Air Station. Jacksonville Transit is an important component of the City’s transportation system allowing thousands of civilians and military service members to access employment, shopping, education, and travel opportunities.
The Jacksonville Station Phase II project is a continuation of our efforts of improving the City’s public transportation system. Located across the street from Jacksonville Station, the second phase of this project encompasses a fueling farm for Jacksonville Transit. The project will allow Jacksonville Transit buses, to refuel vehicles more efficiently, saving time and miles to our fleet.

Statement of Qualifications (SOQ) Submittal Requirements
Firms may submit their SOQ either as a hard copy or digitally as long as the due date and time requirements are met. If a Firm chooses to submit a digital copy of their SOQ, please bookmark it as outlined to assist those who will be reviewing them. If the SOQ is submitted digitally, no hard copies will need to be submitted nor a copy of the SOQ on a flash drive. To ensure delivery, Firms are encouraged to utilize the “request read receipt” option in their email.
If a Firm chooses to submit a hardcopy of their SOQ, submit six (6) hard copies and one (1) flash drive containing a PDF of the proposal. The submittal needs to be received by the due date and time in order to be considered responsive. The SOQ shall be enclosed in a sealed envelope/box marked: “Request for Qualifications – Jacksonville Station Phase II” and delivered to: City of Jacksonville, Attn: Deanna Trebil, MPO Administrator, 815 New Bridge Street, Jacksonville, NC 28540 no later than 5:00PM on April 19, 2023.
The responsibility for submitting the SOQ (including all documents requested herein) is solely and strictly that of the Firm. Jacksonville Transit is not responsible for delays in the delivery of mail, or delays caused by any other occurrence.
Submittals are due by 5:00 PM (EST) on April 19, 2023 either via email to dtrebil@jacksonvillenc.gov or by mail. There will be no pre-proposal meeting due to personnel workload. Questions about this RFQ will be received until 5:00 PM EST on April 3, 2023. Questions received after this time will not be answered.
