The City of Jacksonville is requesting bids to implement a Security Operations Center in order
to monitor and combat any malicious infiltration attempts against the City’s network
infrastructure. Work to be performed under this contract includes, but is not limited to,
equipment and labor for a 24/7/365 Security Operations Center (SOC) with Managed
Detection and Response (MDR). All required deliverables for this proposal will be shown in
Exhibit A.
The purpose of this Invitation for Bids is to obtain pricing for and procure SOCaaS for the
City of Jacksonville. Products and Services will be provided in accordance to the terms and
conditions of this IFB.
Proposals are due at 3:00 p.m. (EST) on June 16, 2020. Proposals should be mailed to Chad
Hsu, Chief Information Officer, P. O. Box 128, Jacksonville, NC 28541. Bids received after
this date and time will be considered non responsive. There will not be a public bid opening.
The responsibility for submitting bids (including documents requested herein) is solely and
strictly that of the Bidder. The CITY is not responsible for delays in the delivery of the mail
or delays caused by any other occurrence.

The Jacksonville City Council reserves the right to waive any informalities, to reject any or
all proposals, and to accept that proposal or proposals which appear to be in the City's best
interest. The City of Jacksonville reserves the right to award the project by line item, or in a lump sum depending on available funding.
