The Town of East Greenwich is soliciting written proposals from general contractors to provide a
building expansion of approximately 1,500 SF.to the Swift Community Center.
Sealed proposals for THE SWIFT COMMUNITY CENTER EXPANSION LOCATED AT 121 PEIRCE
STREET will be received in the OFFICE OF THE TOWN CLERK, 125 MAIN STREET, EAST
GREENWICH, RHODE ISLAND, on or before 10:00 a.m., Tuesday, December 17, 2024. Specifications
and proposal forms are attached hereto.
The defined terms appearing in the General Specifications apply to all Contract Documents. Copies of the
Proposal Forms are attached hereto.
A Pre-bid conference will be held at 2:00 P.M. prevailing time, Wednesday, November 20, 2024 at the
Swift Community Center located at 121 Peirce Street, East Greenwich, Rhode Island.
Proposals must be made upon forms published by the TOWN OF EAST GREENWICH. The Department
will furnish copies of the Contract Documents and form of Contract to prospective Proponents.
Proposals must be delivered to, and be on file with, the Town Manager at the office of the Town Clerk on
or before Tuesday December 17, 2024, 10:00 a.m. The envelope containing the Proposal must be sealed
and plainly marked " Swift Community Center Expansion."
Proposals will be publicly opened and read by the Town Manager or his designee at 10:00 A.M. on the
aforementioned date in the Town Council Chambers, East Greenwich Town Hall, 125 Main Street, East
Greenwich, RI, 02818.
Insurance certificates must accompany the Proposal, in accordance with the instructions to Proponents.
Bid Price must include a 5% Bid Bond and cost of Payment and Performance Bonds. The successful Bidder
will be required to post a 100% Payment and Performance Bond.
This project is Tax exempt for Rhode Island Sales Tax and Federal Excise Taxes.
Bidders shall note that their bid is based on Prevailing Wage (RIGL Sec 37-13-1 et seq.)

pay their workers at the applicable prevailing wage rates (adjusted every July 1) for the various trades
on a weekly basis and submit certified weekly payroll as described in the Instructions to Bidders.
Prevailing wage rate schedules are available at the Rhode Island Department of Labor and Training
website at www.dlt.ri.gov.
Permit fees normally charged by the Town of East Greenwich Building Department are waived, however,
all other permit fees, application fees, including the State of Rhode Island ADA fees.
The Town of East Greenwich acting through its Town Manager, reserves the right to independently reject
any or all Proposals, to waive irregularities and/or informalities in any Proposal, and to make award in any
manner, consistent with law, deemed to be in the interest of the Town of East Greenwich.
