Grand Strand Water & Sewer Authority (GSWSA) will be receiving sealed bids for the construction and installation of the BULL CREEK SWTP EXPANSION (675-01 / CGRE210059) and appurtenant items as prepared by Goodwyn Mills Cawood, LLC (GMC) in Horry County, SC. The bid opening will be held on TUESDAY, OCTOBER 24, 2023 AT 2:00 P.M. at GSWSA’s Administrative Center conference room located at 166 Jackson Bluff Road, Conway, SC 29526, at which time the Bids received will be publicly opened and read aloud.
The project consists of the installation and modifications of the raw water pump station pumps and pump manifold, 3,600-LF of 36-inch of raw water transmission lines, 60-inch raw water metering and mixing manifold, construction of a new treatment train consisting of concrete basins and equipment for a rapid mix, two (2) clarifiers, cluster filters, 2 MG clearwell, hydrated lime feed system, and alum bulk storage modification and tank farm.
The contract awarded under this Advertisement for Bids will be funded in part by a grant from the South Carolina Infrastructure Investment Program (SCIIP) that will be administered by the Rural Infrastructure Authority (RIA) and a loan from the State Revolving Fund (SRF). Bidders shall comply with all local, state and federal requirements as identified in the bid documents.
The subject project is exempt from Build America, Buy America (BABA) requirements. Please note that this exemption is only applicable to BABA and the subject project must comply with other SRF project requirements as identified in the bid documents. Bidders must comply with the “American Iron and Steel” (AIS) provision and certify that all iron, steel and manufactured goods used in the project were produced in the United States unless a waiver is granted by the EPA. Bidders shall also comply with the Davis-Bacon and Related Acts. All laborers and employed shall be paid wages at rates not less than the prevailing wage rates for the project area. Bidders are required to implement good faith efforts to ensure that disadvantaged businesses enterprises (DBE) firms have the opportunity to participate in a fair share of the contracts and subcontracts awarded.
A pre-bid conference will be held on FRIDAY, SEPTEMBER 22, 2023 AT 9:00 AM at the Bull Creek SWTP located at 8052 Treatment Rd, Conway, SC 29527. Attendance at the pre-bid conference is highly encouraged, but is not mandatory.
All bids must be accompanied by a certified cashier’s check or a bid bond in the amount of 5% of the total amount of the bid made payable to the Grand Strand Water & Sewer Authority.
