W9019 - Highway 14/16 Water Main Extension

The City of Box Elder will be accepting sealed bids for the Highway 14/16 Water Main Extension, Project No. W9019, until 2:00 PM local time, April 11, 2023, at the Box Elder City Hall, 420 Villa Drive, Box Elder, South Dakota, 57719. 
This project consists of installing approximately 425 LF (linear feet) of 10-inch fused HDPE water main installed by open cut, within a bored sleeve, and by directional drilling from an existing water main on the south side to the railroad along the west side of Radar Hill Road to the existing PVC water main in the Box Elder Road r-o-w.  This project will require a 24-inch steel casing for the water main under the Genesee & Wyoming Railroad tracks and the east bound lane of Highway 14/16. 
This is anticipated to be a fall 2023 project.  At the time of the bid opening for this project the city will be in the process of attaining the necessary Railroad Permits for the installation of the new water main.  The Contactor will be required to file a “Right of Entry Application” with the Genesee and & Wyoming Railroad Services, Inc. prior to the start of construction.  A copy of this application is found within the appendix section of the project documents. 
Bidders shall review the work areas to verify the quantities of work for the project.

A pre-bid meeting will be held on Tuesday April 4, 2023 at 10:00 a.m. (MDT) at the Box Elder City Hall, 420 Villa Drive, Box Elder, SD 57719. A site visit will follow depending on weather conditions.
Bidders must have access to a current set of City of Box Elder Standard Construction Specifications, which can be found on the City’s website at https://www.boxelder.us/city-departments/engineering/. All public improvements are required to conform to these specifications and bid prices must reflect these specifications.
Bids may not be withdrawn prior to thirty (30) days after the bid opening.  The Owner will award the bid within ten (10) days after the bid opening. 
The Owner and Contractor hereby acknowledges that time of completion of the work is of vital importance, and the Contractor will be required to complete the work within the time stipulated in the contract. Regardless of actual construction start date, all work specified in the contract documents must be substantially complete by November 1, 2023 and complete in every respect and ready for final payment no later than  November 15, 2023.
