Balch Springs is located at 32°43’3”N 96°36’55”W. The city is bordered by Mesquite to the north and east, and Dallas to the south and west. The City of Balch Springs, Texas is seeking proposals from qualified firms for the replacement of sewer lines as part of the wastewater collection system upgrade for 2019. The replacement of the sewer lines will be performed for nine (9) separate lines in 3 areas of the City of Balch Springs. Two (2) of the lines will be part of the same project:
