The purpose of this project is to select a firm to develop a final bound report and
plan that will serve as an update to the 2036 Balch Springs Comprehensive Plan.
The selected consultant firm will be responsible for creating, preparing, collecting
and tabulation of public input survey data. The firm/consultant will also have the
responsibility of preparation of final bound plan copy that will serve as an update to
the 2036 Balch Spring Comprehensive Plan. The selected consultant will also be
responsible for developing a project schedule, facilitation of public input meetings,
completion of a thorough and in-depth analysis of the existing comprehensive plan
in providing recommended amendments. The selected consultant shall also prepare
and make presentations to the Balch Springs City Council, Planning & Zoning
Commission and Comprehensive Advisory Plan Committee (CPAC) regarding the
update to the 2036 Comprehensive Plan. The project shall also include at a
minimum two (2) Public Input Community Meetings facilitated by the consultant
firm, one joint presentation of the updated Comp Plan to the P&Z Commission and
CPAC and one final presentation to the City Council for adoption of the updated
plan. The estimated budget for this project is $60,000.
It is the policy of the City to involve small businesses and qualified
minority/woman owned businesses to the greatest extent possible in the
