The City of Buda is seeking Statements of Qualifications (SOQ) from qualified respondents to complete a Roadway Pavement Assessment and Management Plan. The City intends to select a qualified Consultant to perform a roadway pavement management survey and assessment in order to develop a Roadway Pavement Assessment and Management Plan for the City of Buda. For each roadway studied, the plan will include a Pavement Condition Index (PCI) score, project maintenance scope, and budget. The Roadway Pavement Assessment and Management Plan will prioritize, and rank roadway rehabilitation and maintenance projects based on those that provide the best overall benefit to the City based on available maintenance funds and the extension of the useful life of the asset.
The City of Buda maintains approximately 54 centerline miles of roadways throughout the community. Additionally, the assessment may include evaluation of some county and TxDOT facilities that may become part of the City’s system within the next few years. The survey will also evaluate curbs, drainage features, and sidewalks adjacent to roadways to identify needed maintenance and repairs.
The Consultant shall be responsible for providing a full range of services for the Project, which may include, but is not necessarily limited to those services identified in this Scope of Services.
The City will work with the successful Offeror to refine a project task list that will achieve the City’s goals within the available budget. During the Project, the City may explore development of additional work tasks.
The City has prepared a proposed task scope of work anticipated to be required for the development of the City’s Roadway Pavement Assessment and Management Plan; however, the Consultant is encouraged to evaluate the proposed scope and to elaborate on your firm’s methodology, schedule, personnel, and resources to provide the most qualified and best Project proposal.
The deadline for submission of proposals is 2:00 pm, Friday, August 9, 2019.
The City of Buda reserves the right to negotiate with any and all persons or firms submitting proposals, per the Texas Professional Services Procurement Act and the Uniform Grant and Contract Management Standards.
