The City of Cedar Park seeks the services of qualified engineering consultants for project development of the extension of New Hope Drive from Ronald Reagan Blvd. to Sam Bass Road. New Hope Drive will be extended as a 4-lane major arterial roadway with a raised median, curb and gutter, drainage facilities, street lighting, traffic signal modifications, intersection improvements, and public water and wastewater utility adjustments (as required). Design of roadway improvements shall consist of approximately 9,255 ft. of an urban, 4-lane arterial roadway.
Project development for the New Hope Drive (Ronald Reagan Blvd. to Sam Bass Road) extension project shall include the preparation of schematics, construction plans, estimates, and specifications, coordination with applicable agencies, all permitting, identification of utility requirements and conflicts, City utility adjustments, coordination with utility companies and outside agencies, attendance at utility coordination meetings, ROW coordination and acquisition services, public involvement, environmental coordination and documentation, bid document preparation, and any other items necessary to successfully develop the project. A portion of this project will be within the future alignment of a proposed Lower Colorado River Authority electrical transmission line. Extensive coordination with the Lower Colorado River Authority will be required. Environmental coordination and documentation will include coordination with applicable agencies and stakeholders, all permitting, preparation of NEPA-compliant environmental documentation, U.S. Army Corps of Engineers Permit procurement, data collection and analysis, Geographic Information System (GIS) mapping, Phase I and II Environmental Site Assessments (ESAs), historical and archeological cultural resources assessments, and mitigation and monitoring services. These services may involve field surveys, technical areas of environmental planning, project scheduling, analyzing risks, assessing liabilities, assessing innovative transportation technologies, consistent with Federal, State, and Local regulations including the National Environmental Policy Act of 1969, the National Historic Preservation Act of 1966, the Clean Water Act, the Endangered Species Act, 43 TAC 2.50, and Natural Resources Code, Chapter 191, permitting requirements, and maintenance and operation.
Due to the regional significance of this project, it is considered an ideal candidate for future CAMPO / federal construction funds and shall be developed as such, including being designed to Texas Department of Transportation Standards and Specifications. Local Government Project Procedures certification by the prime design firm is highly recommended but not required.
