The City of Cedar Park seeks the services of a qualified engineering firm for the 2018 update to the City’s Impact Fee Report, which includes updates to the Land Use Assumptions Plan (LUAP) and Impact Fee Capital Improvements Plan (CIP). As required by Local Government Code Chapter 395.052, the City seeks to update the existing LUAP and CIP to support the required review of existing impact fees.
The general scope of the project includes reviewing, confirming, and updating the LUAP based on the previous LUAP; updating the CIP based on the City’s Water and Wastewater Master Plans and Rate Model; and calculating impact fee needs based on the projected costs for capital improvements which are necessary to serve anticipated growth for a ten-year period (2018-2027).
The impact fee CIP will describe the existing and proposed capital improvements, the analysis of the water and wastewater system’s total capacity, the number of anticipated new service units, the projected demand from new growth, and cost of capital improvements required for new development.
The project scope includes, but is not limited to:
-Review existing data, such as the Water and Wastewater Master Plans, previous Impact Fee Reports, existing LUAP, existing zoning, impact fee CIP, and impact fee calculations;
-Review, confirm, and update the data and calculations required for the 2018 to 2027 LUAP and update the LUAP to conform to current Chapter 395 requirements;
-Compute the recommended impact fee for water delivery, water supply, water treatment, wastewater collection, and wastewater treatment per Chapter 395 requirements, such that the recommended fee accounts for all eligible expenditures;
-Produce technical memorandums and the Updated Impact Fee Report that details the LUAP, impact fee CIP, and recommended impact fees.
-Conduct a survey of water supply, water system, and wastewater system impact fees of other local municipalities.
-Attend and/or conduct meetings and provide presentations to City Staff, the Capital Improvements Advisory Committee, City Council, and other interested parties as directed by the City.
