1. Purpose
The City of Leander, herein after “City”, seeks to enter into an agreement with a qualified Individual, Firm or Corporation, herein after “Proposer”, to provide implementation of an advanced metering infrastructure (AMI) solution for its water utility as a turnkey solution.
The City has determined that the two main strategies for their AMI solution are:
1. Conservation and Demand Side Management.
2. Customer Engagement.
2. Background
The City of Leander is a fast-growing northern suburb of Austin, Texas, located in the northwest area of the Central Texas region along the Travis/Williamson County border. The incorporated area of the City of Leander includes approximately 37.97 square miles, and the ETJ adds an additional 46.78 square miles that could be annexed into the incorporated area in the future. The City has an estimated population of 90,000 and over 30,000 water meters, with a future build-out population of about 225,000. The City of Leander intends to use federal American Recovery Plan Act (ARPA) funds as well as supplement with its own funds.
Structurally, the Proposer’s response shall be centered on Part III, sections 2-8. These seven sections represent the technical detail of the proposer’s solution, providing the detailed information that will be scored by the City. The first presented technical element is regarding the Proposer’s approach and experience. The remaining six subsections are intended to address the proposer’s solution across six elements of an AMI system: 1) metrology, 2) network communication, 3) system integration, 4) data management, 5) customer and utility portal, 6) implementation and sustainable operations and maintenance.
