PURPOSE: The City of Leander, herein after "City", seeks an agreement with a qualified Individual, Firm, or Corporation, herein "Respondent", to provide Traffic Access Management Policy Consulting Services, herein "Services", for the review, planning and recommendation of a comprehensive policy that will support the City in the coming years with efficient and safe traffic flow, herein "Policy".
As defined by the USDOT Highway Administration, Traffic Access Management is the proactive management of vehicular access points to land parcels adjacent to all manner of roadways. Good access management promotes safe and efficient use of the transportation network.
The City seeks to establish a Traffic Access Management Policy supportive of economic development, the fast paced growth that the region is experiencing, effective ingress and egress to facilities, efficient spacing and design to preserve the functional integrity and overall operational viability of the street and road systems. Final policy shall be Texas Department of Transportation (TXDOT) compliant and filed with that agency.
BACKGROUND: The City of Leander is located 25 miles north of the City of Austin, Texas. The City’s current traffic access platform resides within the established Composite Zoning Ordinance. Per this ordinance the City of Austin’s Transportation Criteria Manual has been adopted to provide design criteria for site development with modification of arterial access management. Evolving priorities and the fast paced growth of the region require review and possible changes to this platform.
