The City of Taylor (Owner) will receive Proposals for the construction of the following Project:
2019 Infrastructure Bond: Street Reconstruction
Proposals for the construction of the Project will be received at the City of Taylor City Hall, Utility
Billing Drive Through (north side of the building), located at 400 Porter Street, Taylor, TX 76574,
until Tuesday May 12, 2020 at 2:00 PM local time. At 2:15 PM the same day, the Proposals
received will be publicly opened and read via Webex video conference. The Proposals shall be
sealed. The drive through window hours are 8:00 am to 5:00 pm Monday through Friday. There
is not an after-hour drop off location. The project name and Contractor’s name shall be
identifiable on the cover. Address proposal to:

The Project includes the following Work:
Reconstruction of 4 City streets: North Lynn Street between Davis Street and W Lake Drive;
Robinson Street from just north of 3rd Street to Frank Street; West Lake Drive from FM-397
to Old Georgetown Road, and Edmond/Cecelia/Mills Streets from 7th Street to McClain Street.
The scope of work, in general, consists of removing existing pavement, replacing water and
wastewater utilities, installing storm sewer, installing culverts, grading, lime treatment of
subgrade, placing base material, placing asphalt pavement, constructing sidewalks, installing
driveways, installing erosion control, signing, and pavement markings.

Construction services for this project will be selected through competitive sealed proposals in
accordance with Chapter 2269, of the Texas Government Code. The City will evaluate and rank
the contractors based on the following selection criteria: 30% Contractor Relevant Experience
and References, 60% Cost Proposal, and 10% Schedule Proposal. The City shall select the
contractor that offers the best value as determined by the selection criteria and ranking
evaluation. The estimated total construction budget for this project is $6,000,000. The expected
time for Substantial Completion is 270 days (minimum of 180 days and maximum of 360 days).
Each Proposal must be accompanied by Proposal Security made payable to Owner in an amount
of five percent (5%) of Proposer’s total amount Proposed and in the form of a certified or cashier's

check or a Bond issued by a surety meeting the requirements of Paragraph 6.01 of the General
Conditions.
General contractors are invited to attend a non-mandatory pre-proposal Webex video
conference for this project. The pre-proposal conference will be held via Webex on Tuesday
April 21, 2020 at 2:00 PM local time. There will not be an in-person pre-proposal conference. At
