Advertisement and Invitation for Bids
The City of Taylor will receive bids for Taylor Regional Park and Sports Complex and Doak Park
until 1:00 pm on Wednesday, July 14, 2021 at 400 Porter Street, Taylor, TX 76574. The bids will be
publicly opened and read aloud at 1:00 pm on July 14, 2021 at:

Bids are invited for several items and quantities of work as follows:
The Project consists of turn-key construction and installation of various park hardscape and
landscape improvements at Taylor Regional Park and Sports Complex and Doak Park for the City of
Taylor, Texas as shown on the contract Documents prepared by SEC Planning, 4201 W. Parmer Lane,
Bldg. A220, Austin, Texas 78727 dated sealed June 14, 2021.
Taylor Regional Park and Sports Complex:
Located at 210 Carlos G. Parker Blvd. NW, Taylor, TX 76574. Contractor is responsible for
providing survey drawings signed and sealed by a Texas licensed surveyor that includes complete
survey of the proposed improvements, including soccer field, irrigation heads, sleeves and
irrigation connections. As built drawings are required to be provided at the end of the project.
Shop drawings to be submitted to owner/ owner’s representative prior to fabrication and
construction for approval. Contractor is responsible for providing all electrical connections from
the owner provided meter as necessary.
1. Concrete and Paving work
• Construction of concrete pads, footings, foundations, and sidewalk
2. Fishing Pier
• Construction of fishing pier as required per structural engineer drawings in
documents
• Geotechnical report as necessary for areas where piers will be located
3. Landscape, Irrigation, and Miscellaneous
• Proposed Irrigation System and connection to existing system
• Planting, Sodding and Topsoil
• Transplant of existing tree to location determined by owner
4. Electrical
• Underground electrical service as required
5. Signage:
• Installation of temporary sign provided by City of Taylor
• Installation of education sign per drawings
• Installation of acknowledgment sign per City’s requirements
Doak Park:
Located on South Doak Street and West Oak Street. Contractor is responsible for providing survey
drawings signed and sealed by a Texas licensed surveyor that includes complete survey of the
proposed improvements. As built drawings are required to be provided at the end of the
drawings to be submitted to owner/ owner’s representative prior to fabrication and
construction for approval.
1. Concrete and Paving work
• Construction of concrete parking space, sidewalk, playcurb connecting to existing
conditions
2. Landscape, Irrigation, and Miscellaneous
• Landscaping/Sodding, Topsoil, Mulch, Trees
• Site furniture
3. Playground
• Concrete edge and accessible ramp as required
• Playground installation including fall surface as shown on details.
• Third party inspection of playground
4. Sign
• Temporary sign provided by City
• Acknowledgement sign provided by City

A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted
with each bid. Bidders are expected to inspect the site of the work and to inform themselves
regarding all local conditions prior to submitting bids. There will be a mandatory pre-bid meeting
on July 7, 2021 at 1:00 pm :

Questions pertaining to the project shall be collected via email and distributed via addendum. The
deadline for questions will be July 12, 2021 by 5 pm. Questions will be directed to:

In case of ambiguity or lack of clearness in stating proposal prices, the City of Taylor reserves
the right to adopt the most advantageous construction thereof, or to reject any or all proposals.
Notice of Award will be on Wednesday July 28, 2021. Awarded contractor will be required to return
executed contract, bonds, and proof of insurance by Wednesday, August 11, 2021.
Notice to Proceed will be within five days after contractor returns executed documents. Substantial
Completion will be 120 calendar days and Final Completion will be 150 calendar days after the
Notice to Proceed.
Substantial Completion is defined as: All concrete work, sign installation, irrigation, underground
electric, landscaping, and lighting is installed and fully operational.
Final Completion is defined as: All remaining work including completion of all outstanding punch
list items.
Upon acceptance of successful bid and contract execution, the method of payment to the successful
Contractor from the City of Taylor for any work performed under this project shall be made by check.
