The specific scope of services will require the awarded SOQ firm to utilize information provided by Hidalgo County or the City to identify and locate the owner(s) of real property located in Weslaco, TX on which taxes have been levied and are delinquent and then to utilize the best practices to collect payment of the delinquent taxes, penalties, and interest in compliance with all Federal, State, and local laws regulating debt collection practices and methods. In furtherance of this purpose, the following shall be included in any final negotiated agreement between the contractor and the City
