2023-24-15 - Landfill Post-Closure Care Monitoring

As part of the City’s post-closure requirements (prior to Subtitle D), the City is required to monitor, implement and maintain environmental programs related to air, soil and groundwater for the City of Weslaco Landfill located in Alton, Hidalgo County, Texas.

The City anticipates the scope of services for the contract resulting from this RFQ to include the following: (i) quarterly landfill methane gas monitoring, (ii) annual groundwater monitoring to include annual assessment monitoring at select wells and semi-annual detection monitoring at all wells; (iii) leachate monitoring and recovery;(iv) annual project reporting to the Texas Commission on Environmental Quality; in addition to (iv) as-needed landfill inspection services as necessary to direct/oversee annual landfill maintenance activities. Additional potential projects may include environmental assessments, subsurface investigations, well installation, well plugging, and remediation oversight, as may be required to support the City landfill project.
